120 donate blood at KCET's `Blood Donation Camp’

More than 120 students, both boys and girls, today donated blood at Khalsa College Engineering and Technology (KCET)'s `Blood Donation Camp’, organized by College's NSS Wing with help from Blood Bank Society of Government-run-Guru Nanak Dev Hospital (GNDH).
The students showed unprecedented enthusiasm to donate blood as Khalsa College Governing Council (KCGC) honourary secretary Rajinder Mohan Singh Chhina, who was chief guest of the camp, asked them to donate blood in routine to `save lives’.
 ``Best amongst the donations is blood donation as blood given and stored in banks save lives during emergency requirements’’, he said. KCET Director Dr.RPS Shukerchakia, Principal Dr.Amarpal Singh earlier welcomed the guests with banquettes and students with certificates for making supreme donation.
GNDH Blood Bank Society head Dr.Adarsh Sahni said that he was overwhelmed by the response from the students and he also asked one and all to donate blood regularly. Others present during the camp included College’s NSS Officer Prof.Manmeet Singh, Prof.Harcharan Singh.

Badal describes budget as directionless, anti-poor and anti-farmer

"Two major letdown in two days", this is how the Punjab Chief Minister Mr. Parkash Singh Badal reacted to the Union Budget presented in the Parliament by Finance Minister Mr. P Chadambram. Mr. Badal said that budget was nothing more than "a failed attempt to create a pre-election illusion of growth and recovery. "Despite all the desperate efforts to put a fake smile on the face of a depressive economy a year ahead of elections, the UPA has managed only to hand down two back-to-back disappointments to the common man without giving adequate relief to poor and the needy sections of the society.
The Chief Minister described the Budgetary proposals as "totally directionless, anti-people and anti-poor and heavily biased against the farmers" and said that these contained no proposals for kick-starting the economy or improving the employment sector. He said that after the railways budget, the UPA has delivered a double dose of disappointment to the poor and the common people. "The budget will unleash fresh inflationary tendencies and push up prices without ensuring any relief to the beleaguered sections of society," said Mr. Badal in a statement here.The FM's refusal to extend the basic limit for taxable income is bound to disappoint the middle classes in a big way.
 The Chief Minister said that Mr. P Chidambram had sought to camouflage the UPA government's failures by trying to create a mirage of new development schemes. The status of finances revealed in the budget is enough to belie all these schemes. The Finance Minister had tried to hide the failures of UPA government in controlling the high inflation rate in the country and the budgetary proposals were completely impractical and far from the real motive to tackle the grave tasks like, unemployment, poverty and issues related to agriculture sector in an effective manner. 
"At the macro level, there are no bold and out-of-the-box policies in sight to revive a sagging economy and to regain the momentum that the economy had gained under the NDA tenure. The growth rate is and will continue to be sluggish and there are no new initiatives to bring the manufacturing back on rails. Service sector also continues to struggle, and this is especially worrisome as human resource is one of our biggest natural resources," said the Chief Minister. He said that the UPA needed to focus on the core issue of employment generation but that has been given a royal neglect. "That is a critical failure because youth is one of the greatest assets of the country, with India being the youngest nation in the world today." 
 Mr. Badal said that the budget showed UPA government's utter disregard of the farmers and weaker sections. The budget is clueless about any measures to revive the farm economy and there is no provision to fight the agricultural debt trap. The budget also ignores the need for a major revamp of production and marketing [priorities to promote diversification. There was a need to give a concrete shape to the idea of a second push to green revolution . " Mr. Badal said that the farmers of Punjab expected some liberal package to bail them out of the debt menace. But the Congress led-UPA continues to by-pass Punjab while announcing any relief. Punajb was not covered even by the Prime Minister's package for drought hit states. He said that the proposals contained in the Finance Minister's speech would further unleash inflationary trends and take the prices to unprecedented heights, as the price rise had already broken the back of the poor and middle class people.
The Congress government which always claimed to be the votary of ‘Aam Aadmi’ had once again completely tumbledown the high hopes of the people to get some relief from inflation in this budget, “Befooling the Indians only with unsubstantiated calculations and assurances to tackle the inflation in near future would ever be permitted,” said Mr. Badal. Summing up Mr. Badal completely rejected the budget proposals of the Union Finance Minister.


Capt Amarinder raps Akalis for manipulated, manufactured verdict

SAD terms it as a lackluster budget

The Shiromani Akali Dal today totally rejected the Union budget, terming it as a lackluster and visionless budget that would retard growth  of the country and further increase the inflation, crushing the common man.  Describing Congress led UPA government as East India Company of modern India Mr. Badal said that this budget had remained focussed on handing over all assets of the country to the multinational companies.
            In a statement issued here today, the SAD President Mr. Sukhbir Singh Badal dubbed it as a ‘Munim’s budget’ that had failed to live up to the aspirations of the people. He said that there was nothing in budget that would improve the confidence of the investors besides giving a fillip to the growth and country should remain prepared for a long period of economic recession.
            Describing budget as a last farewell budget of UPA government, Mr. Badal decried UPA for ditching common man for not giving relief to the common man in the income tax, besides ignoring the challenges of agriculture and manufacturing sector. He said that Punjab agriculture sector has been totally ignored by Union Finance Minister as it has not sanctioned a single penny for diversification of agriculture sector in the state. Mr. Badal said that state government had submitted a comprehensive diversification plan so that granary of the country could meet the food requirement of increasing population but the focus of Union budget remained on filling the coffers of multi national companies.
            Decrying the efforts of Union Finance Minister to reduce subsidy on petrol, diesel, fertilizers and other essential commodities, Mr. Badal said that Congress led UPA government in its final year was bent upon mortgaging the country to multi national companies which cannot be allowed.

Jain wins Moga bye poll by 18849votes

 Mr. Joginder Pal Jain, candidate of Shiromani Akali Dal (Badal) today won the Moga Bye Poll with a margin of 18849 votes.
Disclosing this here today, a spokesman of the CEO Punjab today said that Mr Jain defeated the Indian National Congress candidate Sathi Vijay Kumar. He further said that out of total 130300 votes counted during 14 rounds of counting, Mr jain has got 69269 votes, while his archrival Mr Sathi has bagged 50420 votes.
 Besides that 7401 votes has been polled to PPOP candidate Dr Ravinder singh dhaliwal, followed by SAD (M) candidate Mr Birinderpal Singh, who got 822 votes. He said that Gurmeet singh Ranghreta of PLP has received 459 votes, Jaswant Singh Bedi of IKL 221,  Shri Ram Denwyal IND 215, Hardev Singh IND 304, Chhinder Singh IND 403 and Rajinder Singh IND has got 786 votes.

40,000 candidates appear in JET mock test

Record 40,000 students have appeared in first ever mock test conducted by the Punjab State Board of Technical Education & Industrial Training to mentally prepare the students for actual mock test to be held on April 7, 2013.
Disclosing this here today Secretary of the Board said that the test was conducted through out the State in two sessions in all the affiliated polytechnic colleges of the Board.  He further said that due to the efforts of the Punjab Government to encourage the technical study in the state, more than 40,000 candidates appeared in the Mock JET test, indicated a positive trend of the students who are likely to pursue Technical Education at the diploma level.
He said that the mock test was conducted free of cost for candidates, aiming to provide them a first hand experience about the pattern of the test and how to conduct it. He said that the main test for JET would be held on April 7, 2013. Keeping in view the facility for students seeking JET admission forms, provision has also been made for the online submission of the JET forms in addition to availability of forms in DEO offices, Suvidha Centres and affiliated polytechnic colleges.

Child care leave to teachers

 The Punjab Government today announced the various levels for sanctioning of Child Care Leave (CCL) to the teachers of Punjab Schools.
  According to an official spokesman, DPI (Senior Secondary) would sanction CCL for only two weeks while Secretary School Education would grant CCL for one month whereas Education Minister, Punjab would sanction the leave for three months. He said that CCL above three months would be sanctioned at the level of Chief Minister.

Maluka announces 8-member panel to implement Library act

 The Punjab Education and Language Minister Mr. Sikander Singh Maluka has been authorized to constitute a sub-committee to short list the names for Shiromani Awards to be given for the year 2012 and 2013. This decision has been taken in the maiden meeting of newly constituted ‘State Advisory Board’ of Language Department held here today.
            Presiding over the meeting, Mr. Maluka underlined the need to ensure total transparency in the process of short listing the names for various Shiromani Awards being provided by the State Government. He said that a sub-committee would be constituted to thoroughly short list the names besides any addition or restructuring of these awards. He said that to promote Punjabi as well as other languages in the state, it becomes imperative for all of us to ensure foolproof process for selecting the names of different awardees.
            It was also decided by the State Advisory Board that the Language Department should start a library membership plan on the pattern of Punjabi University, Patiala to provide all its publications to its members at 50% rebate. Besides this, all the old manuscripts lying with the Language Department should be published on the pattern of Punjabi University Patiala through private publishers. Majority of the members emphasized the need to promote the reading culture with special focus on developing reading habits amongst the students. They appreciated the efforts of State Education Minister Mr. Maluka and Director General School Education Mr. Kahan Singh Pannu for introducing the concept of School Magazine for each school and expressed confidence that this would go a long way in developing literary temperament amongst the students. Badal asks GoI to immediately release funds to tackle problem of water logging

Punjab Chief Minister Parkash Singh Badal today said that realizing well the grave situation of water logging in the state, the Union government should promptly release the funds to tackle this menace in an effective and time bound manner.
Interacting with the media persons on the sidelines of Sangat Darshan program here today, the Chief Minister said that a High Level Expert Group (HLEG) constituted by the Union Rural Development Minister Mr Jai Ram Ramesh under the Member (Water Resources and Rural Development) Planning Commission of India, Dr Mihir Shah to study the problem of water logging in the state had submitted its Detailed Project report (DPR) to the Cabinet after visiting the state. He further said that now the DPR was lying with the Planning Commission and its early clearance was required for issuing the funds to solve this crucial problem. Mr Badal said that it was the need of the hour that these funds must be released immediately to tackle this problem expediously. 
The Chief Minister said that the Union Government must realize that Water Logging was not only an economic problem but it had far reaching social and administrative implications, which were adversely affecting the lives of people. He said that it was on record that vast infra structure in the water logged areas has been destroyed due this prolonged problem. Henceforth Mr Badal said that owing to this reason the state government could not turn a blind eye towards this severe problem. He said that out of the total water logged area of the state 3/4th was in Sri Muktsar Sahib District out of which 50% was lying only in Lambi assembly segment.
When asked to comment on the continuous victory spree of the Shiromani Akali Dal (SAD) in successive elections, the Chief Minister said that it was the mandate of voters in the favour of pro-people and development oriented policies of the Dal. Mr Badal said that they were highly indebted to the masses for reposing confidence and trust in the SAD time and again. Lauding the role played by Deputy Chief Minister and SAD President Mr Sukhbir Singh Badal in ensuring these victories, he said that Deputy Chief Minister had worked very hard in all these elections to ensure emphatic triumph of SAD.
When asked to comment on the Railway Budget presented by the Union Railway Minister on Tuesday, the Chief Minister termed it a totally anti-people and directionless budget. He said that it was unfortunate that rather than giving any relief to the people, the Union government has put an indirect burden on them through this irrational budget. However, Mr Badal said the new link with Talwandi Sabo was the result of his constant and strenuous effort to mount pressure on GoI in this regard. 
Replying to a query regarding the criminal case filed against former Patiala Mayor Mr Jaspal Singh, the Chief Minister categorically said that the guilty would not be spared, whosoever influential he might be, at any cost adding that the law of the land would take its own course in this case. Mr Badal said that he had already constituted a SIT to probe into the entire matter, which would submit its detailed report after ascertaining all the angles in the case.
Highlighting the significance of the Sangat Darshan programs, the Chief Minister said that Punjab was perhaps the only state in the country where this unique program was being carried out successfully thereby virtually bringing the government at the door steps of the common man. He said that through this program a sincere effort was being made by them to solve the problems faced by people.

Punjab CM bats for Federal structure

Directly holding excessive centralization of powers by the successive Congress Governments at the Centre responsible for terrorism in the country, Punjab Chief Minister Mr. Parkash Singh Badal today said that weakening of Federal structure was not in the interest of the nation.
Talking to the media persons after attending function to mark the first death anniversary of former Chief Parliamentary Secretary and BJP leader Mr. Amarjeet Singh Sahi here today, the Chief Minister said that due to the wrong policies of the Union Government the situation in the country was highly volatile today and the bomb blasts at Hyderabad were a testimony to it. Emphasizing on the need for more powers to the states, Mr. Badal said that it was the need of the hour that the Center and state must be equally powerful so as to combat the problem of terrorism in an effective manner. However, he bemoaned that the due to Union Government’s policy of usurping the powers of the state the law and order situation in the country has been adversely effected.
The Chief Minister said that the net result of all these policies of the Union government was the weakening of federal structure due to which the country was confronting a number of social maladies like poverty, unemployment, illiteracy and others which were adversely affecting the performance of the country. Mr. Badal said that the founding fathers of our constitution had enshrined federal structure in the constitution for developing the country but unfortunately the successive Congress governments have turned the country into a unitary state. He said that it was regrettable that polices were being formulated by the Union government in an arbitrary manner by overriding the powers of the state government due to which the lopsided development of country was taking place.
Replying to another query the Chief Minister while reiterating the stand of Shiromani Akali Dal (SAD) on the proposal of setting up of the National Counter Terrorism Centre (NCTC) in the country, said that their party was vehemently opposed to any such idea that was bent upon to infringe the rights of the states. He categorically said that NCTC was designed by the Union government to usurp the powers of the state governments which could not be tolerated at any cost. Mr Badal said that the NCTC was another deliberate move of the Union Government to give a big blow to the Federal structure provided by our Constitution thereby turning the country into a unitary state. He said that union government must hold fresh consultations with the Chief Ministers of states who were the biggest stake holders in the fight against militancy adding that the Centre and the States should jointly re-examine the issues in entirety.
Earlier paying laurel tributes to Mr. Sahi, the Chief Minister said that the sad demise of Mr. Sahi was the most tragic incident of last year. He said that it was an irreparable loss for the SAD-BJP alliance which had lost its energetic leader who was very popular amongst the general masses. He said that Mr. Sahi was committed for the development of the area and now it was his personal duty to fulfill all the dreams of the departed leader.
Reiterating the commitment of state government to ensure all round development of Dasuya, Mr. Badal said that they were duty bound for this adding that no stone would be left unturned for accomplishing this task. Badal 'not served' any paper related to case in US Court

Attorneys for Punjab Chief Minister Parkash Singh Badal have presented eight witnesses and over 20 exhibits in the federal court in the State Wisconsin, USA to prove that Mr. Badal had never been served with any paper related to the case filed against him in August 2012, by an organization called ‘Sikhs for Justice’.
Disclosing this here today a spokesperson of the Chief Minister’s office informed that a lawsuit against Chief Minister Mr. Parkash Singh Badal, had been filed by the organization when they apparently knew that the Chief Minister would be present in the state. In order for the lawsuit to proceed, the organization was required to “serve”the lawsuit papers on the Chief Minister; meaning that they must hand over the papers to the Chief Minister personally, informed the spokesperson.  
The organization had claimed in court that a process server did just that on August 9th when he found the Mr. Badal at a local high school but during a court hearing in federal court in Wisconsin on Thursday i.e. February 21, 2013, attorneys for Mr. Badal presented eight witnesses and over 20 exhibits to prove that the Chief Minister was not present at the local high school and was never been served with the papers. Among the witnesses to testify were the two agents of the Department of State federal, who said that they had been assigned to provide a protection detail for the Chief Minister during his five-day stay in Wisconsin.  They swore under oath that they were in his presence and had him under tight security at all times, that the Chief Minister was nowhere near the local high school as the process server claimed, and that the Chief Minister was never served with the papers.  Other witnesses likewise testified that they were either part of the entourage with the Chief Minister, were assigned to conduct security for the Chief Minister, or were at locations visited by the Chief Minister that day, all of them informed the court that Mr. Badal was not at the high school and was never served with such papers.  Another two witnesses were two individuals who were, in fact, at the high school that day, one of them was the local chief of police and other was an interpreter. In his statement, the chief of police confirmed that Mr. Badal had not been at the school that day and thus could not been served. Whereas the interpreter testified that someone mistakenly had served him with the papers rather than the Chief Minister.
During proceedings the judge expressed strong skepticism of the plaintiffs’ claim of service, but agreed to give them 30 additional days to finish investigating this issue.  Thereafter, the parties have been ordered to submit written arguments, and the judge would then decide whether to allow the case to proceed, informed the spokesperson.

The Punjab Government has decided to fill the vacant posts of clerks in Legal and Legislative affair department through deputation from other departments.
According to an official spokesman, desirous and eligible candidates have been asked to submit their applications through proper channel latest by 15th March, 2013. The candidate should possess the Bachelor's Degree from a recognized university and should possess at least one hundred and twenty hours course with hands on experience in the use of Personal computer or Information Technology in Office productivity applications from a Government recognized institution or a reputed ISO 9001 certified Institution or he should possess a computer Information technology course equivalent to 'O' level certificate of Department of Electronics Accreditation of Computer Course (DOEACC) of Government of India. The candidate should pass the test of English and Punjabi typing with the speed of 30 words per minute.

DEPARTMENTS TOLD TO PROVIDE INFO FOR BUDGET SESSION


 The Punjab government has asked all the departments of the state to send a full note on their departmental achievements/performance and important issues till February 28 for incorporating the same in Governor's address in  4th session of 14th Legislative Assembly being convened in the second week of March.

An official spokesman today said that keeping in view the budget session the state  government has asked all Commissioners/Principal Secretaries/ Administrative Secretaries send the full note on achievements/performance and important issues in given timeframe.

He further said that make sure that the whole note on the departmental achievements/performance and important issues would sent to the Chief Minister’s office without any delay. He said that the information provided by the departments should be in English and Punjabi and also sent on the e-mail id rs_mand1995@yahoo.in. Departments also can use pen drive and CD’s to provide information on their departmental achievements/performance and important issues.

Extensive training programme for young dairy farmers: Phillaur

To further promote Dairying as an alternative venture to the agriculture, the Dairy Development Department has launched a comprehensive training Programme for young dairy farmers in the state.
   Disclosing this here today, Mr. Sarwan Singh Phillaur, Animal Husbandry Minister Punjab reiterated the commitment of the Punjab government to develop Punjab as a Dairy State. The Minister also said that at present 3000 trainees were getting training at these centers of 15 days  duration and 600 trainees were attending 45 days training courses at different training centers, where they were trained about the proper care of animals and basic treatments to the ailing cattle. 
The trainees were also being educated about the different schemes of banks for extending liberal loans.  He said that in addition to eight existing training centers in Punjab, an Integrated Farm Training Center would be set up in Gurdaspur shortly. Besides providing hi-tech training to the young farmers in the fields of Fisheries, poultry and dairying, a Seed Testing Laboratory would also be set up in the upcoming center, said Mr. Phillaur.
            In order to facilitate the farmers adopting dairy farming, the state government has extended all technical and financial support to them in their highly lucrative venture. Dairy Development Department, Punjab has also developed a design of modern shed and to encourage better housing, a subsidy of Rs. 1.50 Lac per cattle shed and Rs. 1.00 lakh for buffalo shed was provided. He also ensured of setting up modern cattle sheds with excellent living conditions for the animals as per the advice of experts. He said that dairy profession was fast growing and there was excellent scope for earning better income from dairy in the present circumstances. 
All the dairy animals purchased with bank loans were covered with insurance, premium of which is paid by the government similarly; other incentives are also being provided for the purchase of machinery and equipments required for mechanization of dairy farm operations. He affirmed and extended full support to the dairy farmers’ to make best use of the opportunities available in developing Punjab as a Dairy State a reality, a dream envisaged by every Punjabi.


Preparation begins for Budget session

Preparations for ensuing budget session in Punjab began with Punjab Legislative department issuing instructions to all departments to appoint Nodal Officers to coordinate with Vidhan Sabha regarding legislative business.
According to an official spokesman, instructions have been issued to all departments to name a coordinative-cum-liaison officer who would coordinate with Chief Minister Office regarding call attention motions and other starred and non-star questions. Departments have been asked to submit the draft bills to the legislative departments one week before the session and they have been told to supply answers of the questions three days in advance.
Strict instructions have been issued to departments to ensure that concerned liaison officer does not leave headquarter during Vidhan Sabha Session.

NRI Panel issues notice to Ludhiana Police Commissioner

The NRI Commission today issued notice to Police Commissioner Ludhiana on the complaint filed by an NRI and sought the report till March 6.
Disclosing this here today a spokesman of the Commission said that Mr Shivji Kumar a Holland citizen, an NRI alleged in his complaint that his sister-in-law Neelam Sharma have withdrawn money from the four fixed deposits of his mother Leelawati after her death by doing fake signature, in connivance with the officials of UCO bank.
He also alleged that Neelam Sharma had also transferred a plot at Habbowal in her name by giving a wrong affidavit. He further alleged that on his complaint, which was made in the year 2007, the police took four years to register an FIR against accused at Dareshi Police Station and subsequently transferred the case to NRI Police Station, Ludhiana and now even after 15 months, no charge sheet has been filed.     
The spokesman said that the NRI Commission issued notice to commissioner of police Ludhiana to submit the status report on or before March 6, 2013 of the said FIR and the reasons for delayed registration and not filling the challan in the court.




Badal welcomes Camron's visit to Jallianawala Bagh

Security arrangements of Moga polling booths

          The Election Commission of India has issued instructions regarding security arrangements of polling booths for Moga Bye Poll.
Disclosing this here today CEO Punjab said that Punjab Congress President Captain Amrinder Singh had recently approach the ECI for security arrangements. The ECI has ordered that adequate deployment of CPF should be made outside the polling station, depending on the sensitivity analysis by election officials in consultation with the observer. Extensive patrolling should be done by the CPF. Senior citizens and disabled persons should be permitted to either come in their own vehicles or in some public transport up to the polling station to cast their vote and they should not be asked to stand in queue and should be given priority over other voters in casting their votes.
The Commission has directed the district administration to ensure that all persons from outside the constituency who are not voters or candidates in the constituency should leave the constituency after the campaign period is over.
The returning officer has also been instructed to appoint one Micro Observer in each polling station location and every polling station must be covered with either a video camera or a digital still camera. The district administration will follow the ECI's guidelines in letter and spirit. The observer will be supervising the district administration in this effort.
