Centre allocates 100 per cent domestic coal to Punjab

Conceding the request of Punjab Government, the Ministry of Power Government of India (GoI), today gave in principle approval to allocate 100 per cent domestic coal to Punjab being a landlocked state.
A decision to this effect was taken in a meeting of the Punjab Chief Minister Mr. Parkash Singh Badal with the battery of senior officers of the Union Coal and Power Ministries headed by Mr. Piyush Goyal here at Shram Shakti Bhawan this afternoon.
Meanwhile, the Power Secretary also agreed to the proposal to formulate a policy to allocate 100% coal from domestic sources to land locked states and imported coal to coastal States. On the enhancement of Coal Linkage to Talwandi Sabo and Rajpura Power Plants, the Chief Minister said that standing Linkage Committee of coal may be asked to enhance coal linkage because capacity of Talwandi Sabo Power Project has been increased from 1800 to 1980 MW whereas as that of Rajpura Thermal Power Plant has been increased from 1200 to 1400 MW. He said that this decision would immensely benefit these power plants to run on their optimum capacities.
Responding to another issue related to the Goindwal Sahib Power Plant set up by GVK Power, the Chief Minister said that though the project has been completed but was not operational as GVK has been unable to make its allotted mines functional due to issues related with the Jharkhand State government. He urged the Ministry of Power to provide Tapering linkage of 2 Lakh tones per month for Goindwal Sahib Plant of GVK.
The Chief Minister also apprised the Ministry that Restructured Accelerated Power Development and Reforms Program -A (RAPDRP-A) was launched in the state and a firm M/s SPANCO was selected from the panel of Ministry of Power for this task. However it caused inordinate delay and thus services were terminated and sought time extension up to June 2015 due to the slippage on count of poor performance of SPANCO.
The Chief Minister also underscored the need to have a mechanism to facilitate clearances from Ministry of Railways and Ministry of Environment for early completion of transmission projects which otherwise were inordinately delayed causing huge losses and thus sought timely and prompt intervention of Ministry of Power in this regard.
Responding to the issues raised by the Chief Minister, the concerned Ministries agreed to grant extension for two years for the implementation of RAPDRP-A. The Ministry also agreed to the state’s proposal to provide Tapering linkage of 2 Lakh tones per month for Goindwal Sahib Plant of GVK.
The Chief Minister was accompanied by his Advisor National Affairs and Media Mr. Harcharan Bains, Principal Secretary Mr. SK Sandhu and Secretary Power Mr. Anirudh Tiwari.
Besides Union Power Secretary Mr. PK Sinha and Secretary Coal Mr. SK Srivastva also attended the meeting.
