CHANDIGARH, JUNE 11
The Punjab Cabinet today approved the summoning of eighth session of 14th Punjab Vidhan Sabha from July 15 for passing of budget for the period August 1, 2014 to March 31, 2015.
A decision to this effect was taken by the Cabinet in its meeting held under the Chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal here at CMO this morning.
Disclosing this here today a spokesperson of the Chief Minister's Office said that the budget session would commence on July 15 afternoon at 2pm with obituary references and the budget for 2014-15 would be presented in this session.
The Cabinet took a serious view of employees being transferred throughout the year. Therefore, it was decided that general transfers would be made between June15 to July15 during the current year. No extension of this period would be given under any circumstances. Administrative Secretaries of the concerned department would be held responsible if any transfer was made after the stipulated deadline.
The Cabinet also approved the services rules of Punjab Soil and Water Conservation Department, Intelligence Cadre (Group C) and State Election Commission Punjab (Group A).
In an employee friendly decision, the Cabinet also gave approval to withdraw the amendment to the Code of Criminal Procedure, 1973 which provided that if any government employee does not vacate the government residence even after the receipt of notice, then it would be considered as non-bailable offence. The Government has observed that to consider the non-vacation of government residence as a non-bailable offence was very harsh.
In another significant move to promote Diverfsication of Agriculture in the state through activities of allied farming, the Cabinet also gave a go ahead to establish Punjab State Fisheries Development Board under the Chairmanship of Chief Minister with Minister Animal Husbandry, Dairy and Fisheries as its Vice Chairman. The Board would take funds directly from the National Fisheries Development Board, Hyderabad to use it judiciously for encouraging fish farming in the state.
In a bid to impart quality Healthcare and diagnostic services to the people across the state, the Cabinet also approved the creation of 250 posts of Medical Officers to ensure uninterrupted functioning of the Health care institutes.
The Cabinet also approved filling up of 1925 posts of lecturers in the Private Aided Colleges within four years i.e. by recruiting 25% such lecturers every year.
In order to streamline the functioning of the Punjab Civil Secretariat Library, the Cabinet also gave approval for reviving the post of Librarian in the premises of Punjab Civil Secretariat.
The Cabinet also decided to create two new posts of Protocol officers in the Hospitality department, who would be deployed in Amritsar.
To ensure smooth administrative functioning for prompt delivery of services to the people, the Cabinet also gave nod for filling 94 vacant posts of Direct Recruitment Quota Senior Assistants in the Punjab Civil Secretariat by Punjab University Chandigarh through a competitive exam.
The Cabinet also gave nod to amend the Punjab Prison State Services (Class II) Rules 1978 to the effect that from this year Deputy Superintendent Jails/ District Probation Officers would be selected by the Punjab Public Service Commission (PPSC). The Cabinet also decided to relax the upper age limit for these posts to 21 to 28 years from existing 21 to 27 years and fixing the height for female candidates at 160 cm.
In order to benefit the cane growers of the state by enhancing the crushing capacity of the Bhogpur Cooperative Sugar Mill, the Cabinet also gave nod for shifting the plant, machinery and other miscellaneous assets of the Faridkot Cooperative Sugar Mill to the Bhogpur Cooperative Sugar Mill to upgrade its crushing capacity to 3000 TCD with co-generation plant of five MW. Bhogpur Mill would be upgraded with an investment of Rs 67 crore in the next one-and-a-half year.
To ensure better compliance of Tax collection in the state, the Cabinet has also decided to fill the 100 newly created posts of Excise and Taxation. Of these 50% would be filled by promotion and remaining 50% through direct Recruitment.
The Cabinet also approved that the Process Servers working in the Civil Court across the state would also get the facility of summer vacations like other employees of the courts.
In a bid to boost urban development in the state, the Cabinet also gave approval to extend the moratorium regarding the exemption from 10% annual increase in Change of Land Use (CLU), External Development Charges (EDC) and License Fee from April 1, 2014 to March 31, 2015. This would enable the promoters to implement their projects successfully. Likewise, it was decided that those promoters who have already deposited such 10% charges from April 1, 2014 onwards would get the facility of adjusting the balance installments of the project or in another future project, as the case may be.
The Cabinet also gave nod for amending clause 5 (d) of the Memorandum of Association (MoA) of the Punjab ICT Education Society (PICTES) to implement the policy of regularization of the services of the computer faculty under the society, in the larger public interest.
The Cabinet also gave green signal for extension in the agreement in the contract made with the Pharmacists and Class- IV employees working in the 1186 Rural Dispensaries and 582 Veterinary Hospitals under the Zila Parishads upto November 30, 2014.
In order to ensure planned urban development of the state with better regulation, the Cabinet also decided to amend Punjab Apartment and Property Regulation Act 1995. These amendments have been made while considering the need to set up colonies according to present day needs, provide affordable accommodation/plot to economically weaker sections, put a check on development of unauthorized colonies and constructions and for more stricter enforcement of provision of penalty and punishment to offenders.
The Cabinet also gave approval for enhancing the External Development Charges (EDC) for the upgradation of the road corridors in the state and for developing infra structure in Master Plan of New Chandigarh. It has been decided that EDC charges for projects being developed within some distance (500m to 1 Km) on both sides of road corridors being upgraded (four laning) in the state should be enhanced as upgradation of these roads would escalate land prices in these areas and there would be more development along these roads which would be beneficial for local people. Apart from above, enhancement in EDC charges for development works being done in Master Plan New Chandigarh falling under GMADA region has also been cleared so as to ensure better infrastructure in that area.
In a bid to impart quality Healthcare facilities to the patients coming in ESI Dispensary, the Cabinet also gave nod for opening a Diagnostic centre in the ESI Dispensary at Dera Bassi. Likewise, the Cabinet also approved to create 10 posts for the Diagnostic Centre at Dera Bassi and 14 posts for the ESI Zonal and Drug Depot Ludhiana.
