SAI hockey coach BS Randhawa retires

Sports Authority of India hockey coach BS Randhawa today retired after completing 35 years of meritorious service.
"During his posting at various places Randhawa worked hard and his dedication brought laurels many times not only for the city but for also for the country," said Mr. Sanjeev Sharma Director Sport Authority of India during retirement party organized by SAI at Sector 42, Chandigarh today. He also congratulated him for his successful completion of the SAI job.
Randhawa was coach of the Indian team which won gold medal in the Asian School Hockey Championship held at Chandigarh in 1994-95. His eight trainees represented India in the Asian School Championship.
Rajpal Singh and Sandeep Singh have captained Indian teams in various tournaments. They were his trainees during the NSTC scheme.
Sukhvir Gill, Sarbjeet, Kamalpreet, Sukhwinder Gobbe, Chanderpal and other players represented India in various tournaments.
Teams trained by him have won four times the All India Junior & Sub Junior Nehru Championships held at New Delhi.
Randhawa's other achievements as a coach:
1 His team won Sub Junior National Championship held at Agra.
2 Coach of Punjab University Team from 1994-2004 won top two positions.
3 His team won All India National rural Championship at Gumbla.
4 2012-13 won National School under 17 (age group) Chandigarh held at Chandigarh.

CM pats Punjab voters for enthusiastically casting their votes

Describing the smooth, peaceful, free and fair conduct of the general elections in Punjab as “a triumph of democracy” in the state, the Punjab Chief Minister Mr. Parkash Singh Badal today said that the voters of the state have once again strengthened democratic process by exercising their franchise in an overwhelming manner.

Creating awareness on voting rights

 With the view to create awareness about using right to vote, the students of Khalsa College Amritsar today organized a rally and stated a play, asking the voters, especially the youth to exercise their right to franchise as duty. The programs were organized by the NSS Wing of the College and students, carrying the banners and placard asked the masses that to strengthen the democracy they must go to vote to elect their representatives to the Parliament.
 Khalsa College Principal Dr.Daljit Singh said the aim of the rally was to make the general public aware about how important it is to use the right to vote. He said huge gathering was witnessed when the students performed the `Nukad Natak’ (street play) outside the College at Kot Khalsa Road, enacting the message of not being lured by the worldly things but using the voting right as sacred one. He said more than 100 students participated in the event, organized as per the directions from the district electoral authorities.
 While addressing the students Dr.Daljit said that India is largest democracy in the world but it was unfortunate that at an average only 60 percent of the eligible voters cast their votes. `Using the right of adult franchise is sacred and all must go to polling stations to caste their votes’’, said he. NSS Program Coordinator Dr.Jaspreet Kaur Randhawa and Program Officer Prof.Zorawar Singh led the students during the rally.

No outsider can stay in any constituency on poll day: CEO

Punjab Chief Election Officer VK Singh today categorically said that any outsider or political functionary, who was not enrolled as a voter in a parliamentary constituency can’t stay there on day of polling but the candidates have been exempted for this purpose.
Interacting with media persons here today, Mr. Singh said that the state government has decided to suspend procurement operations for one day on April 30 i.e poll day to facilitate people especially rural populace to use their franchise. He said that due to inclement weather in last few days, the procurement operations have been little delayed and amidst possibility of prolonged procurement in state, this decision has been taken.
The CEO informed that after thorough analysis 20 purely urban assembly constituencies have been identified, where poll percentage was around 20 percent less in comparison of remaining state in last assembly constituencies. He said that these constituencies include Amritsar North, Amritsar West, Amritsar Central, Amritsar East and Amritsar South, Jalandhar West , Jalandhar Central, Jalandhar North and Jalandhar Cantt, SAS Nagar, Ludhiana East, Atam Nagar, Gill, Ludhiana South, Ludhiana Central, Ludhiana West, Ludhiana North , Ferozepur Urban, Bathinda Urban and Patiala. He said that a unique sms service ‘ Voter Queue Information Service" was being launched to inform voters about the queue status and this was aimed to check the trend of urban apathy. He said that each of total 22022 polling booths would be covered by either micro observer or web casting or videography/still photography or para military forces.
Speaking on the occasion, Mr. B. Purushartha, Additional CEO said revealed that first time in the history of Punjab, the Elector Population Ration has touched projections of population in Census-2011. He said that projected population above 18 years of age was 1,95,16,688 and the final number of electors was 1,95,27,114 . He said that the credit goes to DEOs and Election machinery. He said that we have around 50 lac unique mobile phone numbers and each number would get three sms on poll day and specially mentioned that all big mobile operators have come forward to provide this service free of cost. The Additional CEO informed that till date 652 complaints have been received out of which 614 have been verified and 38 were pending. He said that 2948 FIRs have already been registered.

Punjab CEO orders transfer of Xen and Police Inspector

 The Punjab CEO has ordered to transfer an Xen of Powercom and an Inspector of State Police with immediate effect.
Disclosing this here today, Mr. Supreet Singh Gulati, Additional CEO said that Secretary, Punjab Power Corporation Limited has been asked to transfer Mr. Daljeet Singh, Xen, Powercom, Faridkot to some far flung place as he was a close relative of Prof. Sadhu Singh, Candidate of Aam Adami Party from Faridkot Parliamentary constituency. Similarly, the Punjab DGP has been asked to transfer Mr. Bachan Singh, Inspector, Punjab Police, a relative of Mr. Sher Singh Ghubaya, SAD-BJP candidate from Ferozepur Parliamentary constituency to Amritsar and ensure that he should stay there till the completion of poll process. He clarified that this decision was taken to ensure free and fair elections.
Mr. Gulati informed that total cash of Rs. 1, 10, 62,310/- has been recovered in last 24 hours and was referred to Income Tax department for further action. He said that this amount includes Rs.75, 00,870/- recovered from Amritsar City, Rs.23, 67,360/- from Jalandhar City and Rs.9, 75,000/- from Bathinda. He further said that 3152 litres of illicit liquor, 13292 bottles of country made liquor and 1555 Kgs of lahan have also been recovered during last 24 hours.
He said that the Deputy Commissioner, Muktsar has been asked to send a detailed report regarding carpeting of roads and installation of electricity poles in Lambi constituency in alleged violation of Model Code of Conduct as reported in a newspaper. Besides this, the Deputy Commissioner, Hoshiarpur has been asked to send a report regarding a complaint received against alleged violation of MCC in which it was alleged that Municpal Council’s vehicles were being used for Mr. Narendra Modi’s proposed election rally preparations.

ECI lauches national electoral search facility

The Election Commission of India (ECI) has launched a unique initiative of ‘Electoral Roll Search Facility’ to enable voters to search their names and polling stations in the nation wide electoral rolls. This service could be availed through internet on mobiles, tablets or computers, and SMS through mobiles. Besides this, the Bathinda DEO has also developed an Android based application ‘i vote’ which could be downloaded from Google App and a voter can by typing his EPIC number not only confirm his polling booth but also the way leading to that booth.
Interacting with media persons here today, Mr. Supreet Singh Gulati, Additional CEO said that Punjab was one of the 16 states where this service has already started. He said that internet users could access the information by following ‘Voter search’ link provided on the website of ECI i.e. eci.nic.in. Mobile internet users could also access the services through a specially designed website i.e. electoralsearch.in. Besides this, android phone based users could avail this service by installing an application from the Mobile Seva Appstore of the government (apps.mgov.gov.in under electoral category).
He further said that SMS users could access the information by sending preformatted SMS to predefined numbers. The services are available on a special three digit code 166 provided for BSNL, Idea, MTNL, Tata Docomo, Tata Indicom and Vodafone users. A special five digit code 51969 was provided by operators such as Aircel, Airtel, BSNL, Idea, MTS, Reliance, Tata Docomo, Tata Indicom, Uninor, Videocon and Vodafone for the same service. Besides this any user could access the service by sending the SMS to a 10 digit number i.e.09223166166. He said that to access the services through SMS, voters must send a preformatted SMS with a word ‘ECI’ followed by details such as Name, Name of Father/Husband, Locality, Age or Date of Birth and Gender separated by commas.
The Additional CEO said that while the service itself was free of cost, the users may need to bear the cost of SMS for internet access as per their service plan with their phone or internet operators.
It may be mentioned here that at present this service is available with Electoral data from 14 states and Union Territories namely Arunachal Pradesh, Dadra and Nagar Haveli, Delhi, Goa, Gujarat, Himachal Pradesh, Madhya Pradesh, Nagaland, Pondicherry, Punjab, Sikkim, Tripura, Uttar Pradesh and Uttarakhand.
Mr. Gulati further informed that all the DEOs have completed randomization of polling staff thereby informing them about the assembly constituency where they would be put in for election duty. He clarified that the polling staff would be told about the polling station for their duty just before one day i.e. April 29 from the date of polling.

CEO asks regional news channels to ensure impartial election coverage

The Punjab Chief Electoral Officer Mr. VK Singh today asked the heads/representatives of regional news channels to play an impartial role in ensuring equal coverage without any bias towards any political party or candidate in ongoing general elections to Lok Sabha-2014.
Presiding over a meeting with leading regional news channels’ representatives, the CEO said that the recent phenomenon of “Paid News”was assuming alarming proportion as a serious electoral malpractice and it has been cause of concern for ECI in the context of conduct of free and fair elections. He said that the ECI has categorically directed to halt such malpractice which puts undue influence on the free will of voters, encourages the role of money power in a covert manner and disturbs level playing field in elections. The practice of paid news is adopted to circumvent those provisions of RP Act 1951 which prescribe accounting and ceiling of election expenses.
 He said that in case of suspected paid news, the MCMC on receiving a complaint or suo moto may issue notice to the concerned party/candidate ask the concerned channel to explain its position. After verifying the facts/evidence could declare such news a paid news thereby adding the advertisement expenditure in account of candidate or the concerned political party as the case may be. The person aggrieved by the decision of state MCMC can file appeal before ECI, within in 48 hours.
Seeking full cooperation from regional news channels for conduct of smooth elections, the CEO asked them to play a proactive role in strengthening the democracy by ensuring transparent and balanced news coverage also encouraging the more and more people not for voting but also for ethical voting.

NCC Air Wing `Air Show’ at Khalsa College

FCI strenghtens electronic news monitoring system

Chandigarh, April 7: Mr. Raminder Singh, Additional CEO, Punjab accompanied by other members of Media Certification & Monitoring Committee (MCMC) today held a detailed workshop in the Electronic Media Monitoring Cell to strengthen the monitoring system to check paid news.
Addressing the officers of PR department, Mr. Singh explained that it was imperative for the cell to implement the guidelines of ECI and check paid news. He said that members of cell would continuously monitor all major channels and report about suspected paid news to ECI on a performa.
He said that ECI wants to check the menace of paid news with iron hand and this Cell would play an effective role in this.
This is the second visit of Additional CEO to monitoring cell. Earlier, Mr. Singh along with whole team on Saturday and suggested improvement in the monitoring system.
The PR department as per the directions of ECI, a state of art monitoring cell has been set up for this purpose. Joint CEO Mr. Amit Talwar and other members of MCMC also attended the workshop. Mr. Ashwani Kumar, DIPR was also present in the meeting.

They said that as per the directions of ECI, there shall be restriction on conduct of any exit poll and publication and dissemination of result of such exit poll from April 7 (7:00 AM) to May 12 (6:00 PM). Besides this, the opinion polls have also been banned in Punjab before 48 hours from the time of voting on April 30. The ECI has also authorized the Assistant Returning Officers (AROs) in addition to District Magistrates/District Election Officers/Returning Officers to grant permissions under the single window system for public meetings/rallies/processions, use of loud speakers and use of vehicles for election campaigning as well as use of non-commercial/remote/uncontrolled airports/helipads.
They further said that the ECI has also ordered for prohibition on sale of liquor etc. in 3 Kms strip of adjoining areas of Sriganganagar and Hanumangarh districts of Rajasthan in Punjab from 6:00 PM on April 15 to 6:00 PM on April 17. Besides this, to check the smuggling of liquor, cash and arms the Punjab border adjoining should also be sealed before 48 hours from the time of completion of voting in Rajasthan on April 17.
They said that to ensure the smooth election process some vacant posts have been filled by posting Mr. Adappa Karthik, IAS as ADC, Gurdaspur,  Mr. V.K. Sharma, IAS as ADC, Amritsar, Mr. Vinay Bublani as ADC Tarn Taran, Mr. Parminder Pal Singh as SDM, Phagwara and Mr. Amandeep Singh Bhatti as SDM, Patti. They informed that the ECI has made renowned film star Aamir Khan its additional icon so that more and more people should be motivated for ethical voting. They said that all the flying clubs in the state were being tied up to air drop pamphlets regarding not only encouraging voters for voting but also for ethical voting. He said that on April 14 at 11:00 AM, all the employees of government and semi-government offices would pledge for voting.
They said that after the imposition of code of conduct, a record seizure of drugs including synthetic drugs and liquor of worth Rs.345 crore has been seized in the state. These includes 12693 Kgs of Poppy Husk (Rs.2.53 crore), 68.35 Kg heroine (Rs.340.17 crore), 109.82 Kgs of Opium (Rs.50 Lakh) and 1540 gms Smack (Rs.10.78 lakh). It was also informed that the flying squad/SSTs have check cash of Rs. 2.55 crore out of which Rs.4.48 lakh have been seized. Besides this, till date 2,21,991 licensed arms have been got deposited and 1530 FIRs have been registered regarding violation of Model Code of Conduct and other crimes in the state.

Awareness drive for using voting rights

 A huge exercise to create awareness about the use of voting rights is on at Khalsa College Amritsar (KCA). Apart from putting up boards with the message of using the constitutional right, a signature campaign is also only wherein the students who are eligible voters take the pledge to cast their vote in the elections to choose their representatives.
 KCA Principal Dr. Daljit Singh said more than 600 students registered as first time voters in just last one month. ``We had instructions from the district electoral authorities for the drive and then we took the initiative to make it a big awareness drive. Chhina appointed BJP’s Coordinator for 5 Assembly seats

ECI issues notice to SAD for organising rally on Hola Mohalla

 The Election Commission of India today issued notice to Shiromani Akali Dal for organizing conference at Sri Anandpur Sahib on the occasion of Hola Mohalla despite denial of permission by ECI.
    Giving this information Mr. Supreet Singh Gulati, Additional CEO said that in a notice sent to Dr. Daljeet Singh Cheema, Secretary Shiromani Akali Dal ECI sought comments from SAD that why it organized a political rally at Sri Anandpur Sahib when permission to hold the same was denied by Election Commission of India.
The Additional CEO said that on the first day of nominations 6 candidates, one from CPI (M) and 5 independents filed their nominations from six out of 13 constituencies. He said that CPI (M) candidate Mr. Balbir Singh has filed two sets of nominations and Mr. Raghunath Singh as his covering candidate from Anandpur Sahib Parliamentary constituency. Besides this, Mr. Badal Singh, an Independent candidate has filed nomination from Faridkot, Mr. Manpreet Singh s/o Gurdev Singh, an Independent candidate from Bathinda, Mr. Manoj Kumar, an Independent candidate from Sangrur, Mr. Rajinder Singh Pawar, an Independent candidate from Patiala and Democratic Bhartiya Samaj candidate Mr. Sukhchain Chand from Khadoor Sahib filed their nominations on the first day of nominations.
Giving the details of record recovery of narcotics, Mr. B. Purushartha, Additional CEO said that Jalandhar police has recovered 30 quintal of poppy-husk that was coming from Indore. He said that two people have been arrested by the Jalandhar police and investigations were on. He said that total 31.62 quintals poppy-husk has been seized by Punjab Police after the implementation of model code of conduct.

Filing of nomination of papers for Lok Sabha in Punjab from April 2

 Punjab is all set for making nominations for General Elections to Lok Sabha-2014 being held on April 30 from tomorrow 11.00 am as the notification for Lok Sabha elections in the state would be issued on April 2.
Disclosing this here today, Mr. Supreet Singh Gulati, Additional Chief Electoral Officer, Punjab said that as per the schedule announced by the Election Commission of India (ECI) for the state of Punjab the nominations could be filed from April 2 to 9 and the timings would be between 11.00 am to 3.00 pm. He said that the scrutiny of nominations would be on April 10 followed by withdrawal of candidature on April 11 and 12. He clarified that there would be no nominations on April 6 and 8, being public holidays. He said that the nomination papers were to be filed in Form 2 A and blank forms were available with District Election Officers/Returning Officers. Typed nomination paper would also be accepted provided they were in prescribed format.
He said that at the time of nomination only five persons could accompany the candidate in the office of Returning Officer and candidate can’t take more than three vehicles in the 100 meter radius of the said office.
The Additional CEO said that the ECI has directed to conduct mock poll on EVMs at all polling booths at 6.00 am on polling day in the presence of polling agents representing candidates. He said that every Presiding Officer has been directed to poll 50 votes including votes to none of the above (NOTA) and delete such polled votes before again sealing the EVMs and further issuing mock poll certificate. He informed that first time a pilot project VVPAT was being introduced on 400 polling booths in Punjab where a voter would be able to confirm his/her cast vote as the name of candidate along with symbol would flash for five seconds on slip popped on the instrument. A voter would not be able to take that slip as it was just to show him the status of his/her cast vote.
He said that till date 406 complaints have been received out of which 220 were disposed off. He said that to monitor the content of TV channels a state level Media Certification and Monitoring Committee has been formed.
