Justice Rajive Bhalla lauds RTI Act in bringing governance accountability

          Mahatma Gandhi State Institute of Public Administration Punjab (MGSIPAP) organized a three-day Orientation Course on Implementation of the RTI Act, 2005 for newly appointed State Information Commissioners. The course concluded today with Panel discussion on issues regarding Implementation of the Act chaired by Justice Rajive Bhalla, Judge Punjab & Haryana High Court.
Addressing the orientation course, Justice Bhalla said that the fundamental reasons for the enactment of the Right To Information ACT is to abolish the regime of control created by the British Raj and to provide information to the people of the country from various Government offices for seeking justice to their problems.­­ He observed that this is the biggest contribution of our legislature towards promoting greater Governance Accountability.
Reminding the responsibilities and role of State Information Commissioners Justice Bhalla advised them to confine themselves within their Adjudication Jurisdiction to ensure availability of the information from Public authorities in the Government sought by the petitioners. He said that they must understand their role and pass clear orders strictly following the provision of RTI Act. He also advised them to make field studies and invent some modules for training the Public Information Officers (PIOs) to give proper and timely information.

Mr PPS Gill, former State Information Commissioner, Punjab, while taking part in discussion suggested that the members of the Commission  should sit together, discuss ticklish issues and find appropriate solution for providing information to the petitioners to their best satisfaction. He also suggested that the Government departments must appoint senior officers as PIOs in their establishments so that there is more responsibility in providing of information.
Dr. G. Vajralingam, Director General in his welcome address said that the MGISPAP organized the Orientation Course to build capacity of the newly appointed State Information Commissioners by updating their knowledge on the implantation of the Act through expert talks from eminent personalities in the field like Mr Rajan Kashyap, former CIC, Mr Brij. Mohan Lal, Faculty Member, Chandigarh Judicial Academy, Prof. P.S Jaiswal, Vice-Chancellor, Rajiv Gandhi National University of Law, Patiala.
            Mr Brij. Mohan Lal, Faculty Member, Chandigarh Judicial Academy during panel discussion said that access to information not only facilitates active participation of people in the democratic governance process but also promotes openness, transparency and accountability in administration.
            Earlier Prof. (Dr.) P.S Jaiswal, Vice-Chancellor, Rajiv Gandhi National University of Law, Patiala interacted with the State Information Commissioners participating in the Orientation Course on Law of Writ Jurisdiction and gave legal clarity to various contentious issues on implementation of the RTI Act with support from various articles in the constitution.
 The concluding session was attended by Director MGSIPAP, Kripa Shankar Saroj and newly appointed State Information Commissioners including Mr Ravinder Singh Nagi, Mr Narinderjit Singh, Mr. Harinder Pal Singh Mann, Mr Surinder Awasthi, Mr S.P. Singh and Mr Parveen Kumar.
