Punjab Govt to enact law to reign in NRIs deserting their wives

The Punjab Government is all set to implement a strict law in August to check frauds being committed by NRI grooms who desert their innocent wives in lurch immediately after marriage, disappearing in the thin air in the foreign lands forever.  
This was announced by Punjab Deputy Chief Minster Mr. Sukhbir Singh Badal after inaugurating a helpline for women in distress, “crime  against women” and said that Punjab would not tolerate anybody committing fraud with the innocent Punjabi girls and was fully committed to check such malpractices. He said that the new law would stipulate complete verification of NRIs seeking to marry a Punjabi girl, a compulsory registration of such marriages besides sifting of such details from the Indian consulate in that country from where NRI has come. 
He said that it was very painful to note that Doaba region has witnessed most of such fraud marriages by NRIs and desperate deserted wives had to run from pillar to post to seek justice for her. He said that he has given orders to conduct of census of such deserted wives and districts have been told to workout funds required to provide legal assistance to them. He said that after working out the details he would consolidate the list of victims, provide them total legal support, contact the concerned Indian consulate through External Affairs Ministry to track the guilty groom and bring him to justice.
Describing this issue as a burning issue of the day he said that he would not allow any NRI to conduct a fraud of holiday marriage with innocent Punjabi girls and such desperados would be tracked down by every possible legal method and brought to justice.
Expressing concern over the incidents of domestic violence with the women he said that this new helpline would be monitored by Inspector General of Police and women would be given justice in a time bound manner.
Announcing direct recruitment of 2000 women Police Inspectors and DSPs, Mr. Badal said that they would be incharge of women Police Stations in all the districts. He said that new recruitment would be made with in 6 months.
Asking the NRI department to come out with blue print, Mr Badal said that we should also come out with the tracking system to track offender NRIs.
Calling for the social pressure on the families of offending NRIs who have deserted their wives in Punjab, the Member Parliament Mrs. Harsimrat Kaur Badal said that names and photographs of offending families should be put on a website so that such families mend their ways under social pressure.
Later speaking to the media Mr. Badal said that Captain’s outcry of Vendetta against Congress workers was his desperate attempt to seek another extension for his ‘Captaincy of the Party’. He said that Captain had been given extension that he should clear his supplementary compartment exam of Municipal Corporation elections as he has failed in main exam of Vidhan Sabha elections. Mr. Badal said that seeing his total failure in the compartment exam the Captain has started framing excuses to justify his failure in all exams.
Earlier Mr. Badal formally inaugurate the website www.crimeagainstwomen.co.in and also launched a telephone helpline 0181-2221645, where the victim brides can register their complaints.  The Member Parliament Mrs. Harsimrat Kaur Badal released a souvenir-cum- information booklet to help NRIs on the occasion published by Punjab Police in collaboration with National Commission for women.
Speaking on the occasion Mrs. Gurpreet Deo, Inspector General of Police and also Incharge for NRI disputes said that Punjab Police a seriously taking the issue of fraud marriages, holiday marriages and bogus marriages and fully committed to provide justice to the forsaken brides by NRI grooms. She said that victim brides can proceed without any hesitation against NRI grooms in fraud marriages through Crime against women helpline from 9AM to 5PM everyday and these complaints would be solved within 2 weeks.  She also informed that the Punjab police was received 118 complaints of deserted brides in 2011, out of which 61 criminal cases were registered, she said the number of criminal cases registered  in 2012 till date  were 14.
Former Union Minister Mr. Balwant Singh Ramoowalia and Mrs. Shamina Shafique, who was representing National Commission for Women, Renowned Punjabi Singer and Vice President of Shiromani Akali Dal Mr. Hans Raj Hans, also gave their valuable suggestions to eliminate this social menace from the state.
Meanwhile Mr. S. K. Sharma, ADGP/HRD and Law and Order, Mr. S. Chattopadhyaya, ADGP cum Member NRI Commission were also addressed the gathering.
Prominent amongst those present on the occasion included Mr. Parneet Singh, Regional Passport Officer, Dr. Rajesh Gill, Professor of Sociology and Gender Studies.
