Cabinet approves Fazilka and Pathankot as new districts

CHANDIGARH, JULY 27
The Punjab Cabinet today approved creation of Fazilka and Pathankot as the new districts of the state following the recommendations of the committee of Deputy Chief Minister Mr. Sukhbir Singh Badal and Local Government Minister Mr. Tiksan Sud.
 A decision to this effect was taken here at a meeting of the Cabinet chaired by the Deputy Chief Minister Mr. Sukhbir Singh Badal this evening.
Disclosing this here today a spokesperson of the Punjab government said that with this decision the total number of districts in Punjab had gone up from 20 to 22. Newly created Fazilka district would consist of three sub-divisions viz Fazilka, Jalalabad and Abohar besides three sub-tehsils Arniwala Sheikh Suban, Sito Guno and Khuian Sarwar. Likewise, the Pathankot district would comprise two sub-divisions of Pathankot and Dharkalan along with two Sub-Tehsils namely Narot Jaimal Singh and Bamial. The cabinet also approved the creation of posts of officers as well as the ministerial staff for these two newly created districts according to the government norms.
The Cabinet also approved the upgradation of Sub-Tehsil Dharmkot in Moga district and Sub-Tehsil in Guru Harsahai in Ferozepur district as new sub-divisions besides giving approval for the creation of new posts for these newly upgraded sub-divisions.
The Cabinet also gave nod to promulgate ordinance for the establishment of Guru Ki Kashi Self Financed University at Talwandi Sabo in Bathinda district.
The Cabinet also approved to amend the Punjab Civil Services (Executive Branch) Rules 1976 to evolve a transparent criteria for the recruitment of the PCS (EB) officers from other categories of employees like District Revenue Officers (DROs), Tehsildaars, Assistant Excise and Taxation Commissioners (AETCs), Block Development and Panchayat officers (BDPOs) and Ministerial Staff etc.
The Cabinet also gave go ahead to amend the various sections, sub sections and Preamble of Punjab Tax on Entry of Goods into Local Areas Act, 2000.
The Cabinet also gave approval for the creation of the post of ex-officio Vice Chairman in the Punjab ex-servicemen corporation.

Aryans Group to organise scholarship mela

Punjab Mandi Board to regularize 626 workcharge employees

          Punjab Mandi Board has decided to regularize the services of 626 workcharge employees, who have been working on daily wage basis since many years.
Disclosing this here today Agriculture Minister Sucha Singh Langah said that the employees who have been regularized included supervisors, helpers, plumbers, electricians, sewadar and chowkidars. He said that many of these employees had been working on daily wage basis in the department since 25 years.
He said that the employees were demanding their regularization since long. He said that the Department sympathetically considered their demand and decided to regularize their services.

Chandigarh periphery attracting engineering students from all over India

PM confers Krishi Karnam Award to Punjab

Punjab State has been awarded the ‘Krishi Karman’ Award for achieving the highest ever food grain production in 2010-11.
Disclosing this here today a spokesperson of the Punjab government said that the Prime Minister Dr. Manmohan Singh presented this prestigious award in the presence of Union Agriculture Minister Mr. Shard Pawar to the Punjab Chief Minister Mr. Parkash Singh Badal at a function held here on ICAR foundation day at National Agricultural Sciences Complex. Punjab offers US Police to organise joint police training programme

         Punjab offered New York Police Department and John Jay College of Criminal Justice at City University, New York to organize a joint police training programme.
         A decision to this effect was taken by Punjab Chief Minister Parkash Singh Badal during a meeting held at Punjab Bhawan late last evening, with four-member US Police delegation comprising Deputy Chief of Paterson Police Department Mr. William G. Fraher, Inspector Adjutant Robert E. Thursland, Head Department of Law, Police Science and Criminal Justice Administration (CJA) John Jay College of Criminal
Justice Dr. Maria (Maki) Haberfield and Professor Michael C. Walker.
Taking part in the deliberations, Mr. Badal said that to make Punjab Police more responsive, people friendly and professionally skilled the Punjab Government intend to initiate a joint programme with New York
Police department. He said that it would provide a healthy and meaningful platform for both sides to exchange their expertise and experiences for good policing through organizing special interactions, seminars and camps. Mr. Badal said this programme would further enhance criminal investigation skills and develop people friendly
attitude in a result oriented manner amongst our cops.
         Responding positively, Dr. Maria (Maki) Haberfield assured the Chief Minister to take up this matter with higher authorities of US Police and College. She said that Police being an arm of the government was fully committed for the stability in the state, organizing such innovative programmes could prove to be an asset for creating an environment where people feel secure. She further said that during her this short visit to Punjab and interaction with high police officers, she realised that Punjab had a good baseline to achieve good Policing as the crime rate in state was already much lower than other parts of the world. Mridul Punia, Ravinder Arya bag swimming gold

Mridul Punia won gold in the Under-17 boys 100 metres backstroke by clocking 1:14.35 in the Chandigarh Sports Department organised junior swimming championship at the All-Weather Swimming Pool in Sector 23 here today.
Amandeep Singh (1:15.13) and Sahil Savlania (1:18.35) bagged silver and bronze, respectively.
Ravinder Arya clocked 59.17 to finish first in the Under-17 boys 100 metres freestyle final. , Sahil Salvania covered  the distance in 1:00.15 to claim silver medal while the bronze medal went to  Amandeep Singh with a timing of 1:03.21.
Shubh Karman Dhaliwal bagged gold in the Under-17 girls 100 metres freestyle by clocking  1:07.31. Sahibpreet Kaur (1:16.26) and Sukriti Nehra (1:31.62) secured silver and bronze, respectively.

Local trainee Sachin Kumar  maintained his winning spree in the boys under-16 as well as under-14 singles pre-quarter-finals of the AITA Junior Circuit Nationals Series being conducted by the Chandigarh Lawn Tennis Association at Lake Club Complex and Sector 10 Tennis Stadium here today.
Seeded top in the boys Under-14, Sachin Kumar showed the exit door to Yuvraj Singh Raghuvanshi of Madhya Pradesh by 6-4, 6-2. His quarter-final encounter will be against another Chandigarh player  Dheeranush Singh Bhatti who ousted) Udayan Bhakar of Punjab in straight sets 6-2, 6-4.
After meekly surrendering the first set, unseeded Param Pun of Chandigarh staged a remarkale rally to snuff out the spirited challenge of 13th seed Shrey Gupta of Haryana to win by 1-6, 7-5, 7-5. Pun will now face eighth seeded BS Rahul of Karnataka who stopped the victory run of  Pranav Malhotraof Delhi 6-3, 6-3.
Sixth seed Sachin Kumar of Chandigarh also qualified for boys under-16 singles quarter-final. He won the first set by losing just one game (6-1) to take an early 1-0 lead against S.D. Prajawal Dev  of Karnataka. The second set was a neck-and-neck affair. They were locked 6-all  before Sachin clinched the issue in tie-breaker 7-6 (1).  Sachin's next opponent will be third seed Jude Raymond of Andrha Pradesh. Punjab doubles allowance of drivers

The Punjab government has decided to revise special Pay/Special Allowance to the drivers working in the Departments/Offices other them Secretariat Offices.         
According to an official spokesman the departments have been asked to identified that such drivers working in the departments/offices and other than Secretariat Offices, who were working after working hours, holidays and Sundays. 
The Allowance of such drivers have been revised from Rs. 300/- to 700/- from 5-9-2008 and from Rs. 700 to 1400 from 1-10-2010.  The special allowance is not to be paid to the Drivers who have retired before 5-9-2008 or expired or not in services from any other reason. The staff car drivers posted in projects where Project Allowance is admissible would not be granted this allowance.

Punjab Govt to ensure ban on affidavits for 89 services

The Punjab Government has issued directions to the all Deputy Commissioner and Sub Divisional Magistrates to properly ensure compliance of ban on Affidavits for 89 services as finalized by the Government.
Disclosing this here today a spokesman of Punjab government said that Punjab government had done away with submission of affidavits in all those cases where it was not legally mandatory to provide relief to the common masses, who had been spend lot of money and energy for preparing these affidavits. He said that ban on affidavits was one of the major recommendation of Punjab Governance Reforms Commission setup at the initiative of Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal. The spokesman said that it had come to the notice of the State Government that different districts were not brining to the knowledge of common people the 89 services for which affidavits have been banned. He said that directions have been issued to the all Deputy Commissioners, SDMs to display 89 services at different prominent places in District Administrative Complexes, SDM Offices, Tehsil Offices, Suwidha Kendrayas, District Courts and other public places for the information of the public so that no body could fleece them for unnecessary affidavits. He said that DCs and SDMs have been asked to conduct surprise checks to ensure that all District Offices were complying with the directions regarding waiver of affidavits.
The spokesman said that after thorough deliberations with the officers and representatives of public, this list of 89 services had been approved. 
          The spokesman revealed that affidavits have been waived in the 89 services including for issuance of  certificate of  Nambardari,  Un-married Certificate, Marriage Certificate, Duplicated Registration Certificate, Duplicate  Licence, Cancellation of Higher Purchase Agreement, Sanction of Aides under National Horticulture Mission. and National Agriculture Scheme, Release of subsidy on agriculture tools, for handicap scheme,  sanction of loan under Prime Minister Rozgar Yojana (PMRY), declaration for condonation  of shortage of lectures  by college students, sanction of grant under Shagun Scheme, issuance of Backward area certificate, Rural Area certificate, Kandi Area Certificate, SC/BC certificate, No Due Certificate regarding Loan against land, Freedom Fighter Certificate, Dependent Certificate,  for addition or deletion of name in Ration Card, issuance of New Ration Card, Registration of Marriage, Registration of document, No Objection Certificate from both the Party in case of joint property, sanction of Tubewell connection under priority category, declaration  at the time of admission of students, Issuance of Duplicate Ration Card, Counter signatures on translated copies of Ration Card, Sanction of Licence for new fair price shop  (Ration Depot)  or duplicate copy of the same, issuance of Licence for Brick kiln or Duplicate copy of the same, Issuance of change of land use as per master plan , Regarding Change of Title in case of water connection , change of name regarding House Tax, for waiver of House Tax, for Commercial Electricity connections, amendment in Birth or Death  Certificate, Late registration of Death and Birth, Permission for construction of basement, regarding non- litigation in case of property, regarding Construction as per approved Building Plan,  regarding completion Certificate of building, regarding vacation government land, issuance of Survivors Certificate or Succession Certificate, NOC of  marriage palaces,  NOC of video Parlour, Title of Printing Press /Newspaper, Regarding Character certificate (Media  related), Issuance  of Residence Certificate and sanction of benefits under family planning scheme.

Semi-finalists spotted in KVFC Soccer

Rajeshwar Football Club  will face Mohali Football Club and Chardi Kalan Football Club will  cross swords with Durga Public School in the semi-finals of the Kendirya Vihar Football Club organised football tournment at the Sector 17 Football Stadium here.
The semi-finals will be played at 10 a.m while the final is slated for 5.30 a.m.
In preliminary round matches,  KVFC-A beat United- 45 by 2-1;  Chardi Kalan FC ekedout a narrow 1-0 win over Gursewak DMC; KVFC-B prevailed over Youngsters-27 by 2-1;  Rajeshwar blanked United-43 4-0 and MFC got the better of Tricity fc 3-2

The winners were extended to tie-breaker before just managing to win and move into next round.

AICTE permits Aryans Group to start engineering college

All India Council for Technical Education (AICTE) has given approval to Aryans Group of Colleges yesterday to start an Engineering College from this academic session (2011-12). Aryans College of Engineering (ACE) has been allotted total 300 seats in Civil, Mechanical, Computer Science, Electronics & Communication and Electronics & Electrical Engineering.
Dr.Anshu Kataria, Chairman, Aryans Group said that "it took us one year to complete the process of land acquisition, Construction of building and creating other paraphernalia".  He further said that around 10% seats have been reserved for economically weaker section of society which would be selected by Navjyoti India Foundation which is an NGO led by Dr.Kiran Bedi.
These students would be funded for education by Aryans with the help of Corporates, NGOs and Banks.
Dr. Kataria added “Most of the engineering colleges in this region are focusing on placements & we are also not ignoring this but at the same time our major focus would be to produce Job Creators instead of Job seekers. With that intention, we have already established the 1st incubation centre of the region by PTU”.
Dr..D.P.Singh, Director, Aryans Group said that after the great success of existing colleges of Aryans, we decided to come up with an engineering project to impart quality of education to the students. He further said that the main motivating factor to start an engineering college is the feedback of our existing students only.
It is to be mentioned that Aryans 20 acre campus is in Village Nepra/Thuha, between Banur & Rajpura, Chandigarh –Patiala highway, near Chandigarh. The Group is already running MBA colleges, BBA/BCA College and B.Ed College. With the huge shortage of engineers in India, basically in Civil and Mechanical streams, the government is considering allowing engineering schools to admit more students in an attempt which will add around 200,000 seats in graduate courses and that seeks to address a growing shortage of engineers in the country.
