Competitions will be held for men, women, junior boys, junior girls, sub-junior boys, sub-junior girls, according to  Lakhbir Singh, SP Vigilance and President of District Ball Badminton Association.

Khalsa College Governing Council (KCGC) Honourary Secretary Mr. Rajinder Mohan Singh Chhina today stressed upon the quality and value-based education. He said though modernization of education and making it profession-oriented was must and need of the hour, we should not forget that education’s primary goal is to inculcate moral values amongst youngsters to make them nationalistic and visionary citizens.
 In a press statement issued here today Chhina said that the latest techniques in imparting education to the students must be adopted and reforms in the examinations at school, college and university levels are required too. “The education scene is changing world over. The education is becoming profession-driven, which is good in itself as the primary motive of the education is to enable youngsters to earn livelihood with honour. But values should also from the basic to the education”, said Chhina.
 He also called upon the Khalsa College Educational Institutions to impart the education through the new techniques. He said the Principals and teachers must bring new awakening to the students regarding the `new education’.  “We often come across the youngsters who are not clear about their future vision or what they want to achieve in life. We will have to make students futuristic, visionary by identifying their potentialities and blend the modern education with traditions too”, said Chhina.
 He had recently issued directions to the heads of all Khalsa College institutions to see that the University Grants Commission (UGC), Central Board of School Education (CBSE) and Punjab School Education Boards (PSEB)’s latest guidelines relating the evaluation of examination sheets, conducting of the examination and holding the classroom instructions were adopted to prepare students to become thinking human beings and not just cramming machines.

17 countries stake their claim for top honours

Countdown has begun for the most spectacular 20-day long sports extravaganza as Punjab Deputy Chief Minister Sukhbir Singh Badal unveiled schedule for 2nd World Cup Kabaddi starting from November 1. The spectacular opening ceremony would be held at Bathinda whereas final match and closing ceremony would be organized at Ludhiana.
             Addressing the media persons Mr. Badal said that his aim to give international recognition to Punjab’s traditional game Kabaddi has been partially achieved as more than 13 countries are participating in second edition of World Cup Kabaddi and four countries would participate for women world cup kabaddi. Mr. Badal said that 13 countries including Argentina, Pakistan, USA, Canada, UK, Italy, Norway, Afghanistan, Sri Lanka, Australia, Germany, Spain and hosts India would be in the Men Section. He said that for the first time Women World Cup Kabaddi was being organized and four countries including  UK, USA, Turkmenistan and India in Women Section were in the fray for the fabulous prize money.
             Mr. Badal said that efforts have been made to organize these matches in the rural heartland of Punjab. He said that 6 venues were floodlit and these venues, matches would be organized during night time after 6 PM whereas another venues matches would be organized during day time. The Kabaddi matches would be organized at Bathinda, Faridkot, Gurdaspur, Dhudike (Moga), Roopnagar, Sangrur, Chohla Sahib (Tarntaran), YPS Patiala, Kapurthala, Doda (Mukatsar), Amritsar, Ferozepur, Hoshiarpur, Mansa, Jalandhar, Bathinda and Ludhiana.
             The Deputy Chief Minister said that to motivate the players the prize money has been doubled to Rs 2 Crore for the winner, whereas runners-up would get Rs 1 crore, third place holders would be getting Rs 51.00 lacs. He said that  all participating teams would be given Rs. 10 lacs. In the women Kabaddi first position holder Women Team gets 25.00 lac. Second, Third and Forth get Rs 15.00 lac, 10.00 lac and 10.00 lac respectively. It has also been decided to give Tractors one each to Best Raider and Best Catcher of the Final Match for Men.

            Mr. Badal said that strict compliance for WADA stipulations were being adhered to make the 2ndWCKP-2011 will be a drug free mega international event. Anti-Doping Committee under WADA has already started functioning. He said that 20 out of 51 probable, who tested positive in the dope test have already been banned for two years.
Mr. Badal said that to promote sports in a big way and properly chanalize the youth power. In this direction, a new result-oriented Sports Policy has been implemented in the state. He said that the State Government has provided state-of-the-art-sports infrastructure in the state. 7 Multipurpose Stadia, 5 Synthetic Hockey Stadiums, One International Hostel and a Sports School at Village Ghudda District Bathinda have been developed at a cost of about 200.00 crore. All the sports projects are in the final stage of completion.
Explaining that the rural masses are passionate about kabaddi and acknowledging the popularity of the game, Mr. Badal said that the state Government has included this game in the Sports Gradation Policy, Maharaja Ranjit Singh Award Policy and Cash Award Policy.
He said that the colourful opening and closing ceremonies have been planned and this task of cultural programme has been entrusted to an acclaimed event management company named Wizcraft, which had the honour to perform Cultural Programme in the Commonwealth Games, New Delhi-2010.
Sh. S.K. Sandhu, IAS, Principle Secretary Sports and Executive Member Organizing Committee said that all efforts have been made to make this event drug free. An Anti Dope Committee have been formed which will be responsible to manage Pre and Post World Cup Kabaddi Anti Doping Affairs and submit a report to Organizing Committee on conclusion of the programme. All the players found positive during 1st WCKP-2010 have been debarred from participating in this event. He further informed that to facilitate the public, the matches of the event have been scattered to be conducted over 16 places through out the state. The semi-finals, finals, Opening and Closing Ceremonies and matches at Gurdaspur, Patiala, Amritsar, Jalandhar would be conducted under flood lights and telecast live by PTC. The matches at other venues would also be telecast live by this channel.
Organizing Secretary Pargat Singh disclosed that to look after the comfort and convenience of all participating teams, the Punjab Sports Department has appointed 2 liaison officers with the each team. He further added that eminent punjabi folk singers, comedians and artists would regale the audience at all the venues of this grand event. A jury of appeal has been formed to look into any dispute, if arises. Rules and regulations of the tournament have been sent to each participating team.

Regarding the formation of Indian teams, Mr. Pargat Singh said that a Selection Committee, under the Chairmanship of International Kabaddi player Sh. Shiv Dev Singh has been formed which has selected 31 Men and 30 Women probables for the coaching camps going on at Bathinda and Ludhiana, respectively. Prior to this, the Selection Committee conducted Selection Trails for Men and Women at Ludhiana in the Month of October, 2011.

KCE win overall championship in GNDU Youth Festival

Khalsa College of Education has emerged as overall champion in the youth festival that concluded at Guru Dev University’s Dashmesh Auditorium late last evening. The College has won the trophy for the 11th times and it earned the distinction following its one after the another team emerging winner in the various events including song, dance, theatre, elocution, quizzes, poetry recitation, paintings, carton making and photography.
College Principal Dr.Jaswinder Singh Dhillon, an art lover himself, was elated over the college emerging as an overall champion. Common Admission Test 2011 begins today

Manjinder Kaur bags 2nd position

Punjab all set to root out child labour

  The Punjab Government is all set to root out child labour in the state by framing first of its kind in the country 'State Action Plan' for complete elimination of this menace.
Labour Minister Arunesh Shakir  today disclosing the 'State Action Plan' said that the necessary instructions have been issued to the all district administrations for the proper implementation of action plan. He said that Punjab Government has also constituted a 'State Steering Committee' to monitor the implementation of plan while the District Administration would also responsible for the rehabilitation of released child labourers.
          Mr. Shakir said that all requisite preparation has been completed on all levels and the punitive action would be taken against the erring officials. He said that through this action plan department of state government including Education, Health, Local Government, Labour, Child and Women Development, Police and Deputy Commissioners have been made responsible to bring the released child labourers in the main stream. The Minister said that the Education Department would provide education to the released children besides implementing the Center/State funded welfare schemes for these deserted children.
          Elaborating the Action Plan, Mr. Shakir said that the Health Department would ensure the routine health examinations for such children by providing free medicines. The Minister said that a 'Special Task Force' has also been formed to conduct surprise raids on Dhabas, Hotels, Restaurants, Tea Shops and Brick Kilns. He said that the task force would also conduct raids in houses, where such labourers works as domestic helpers and no body behind the child labour would be spared at any cost. He said that the Local Bodies Department would assist the District Administration for the Rehabilitation of these children.
           Mr. Shakir said that to implement the action plan properly in each district, the Deputy Commissioner concerned would convene meetings with the Task Force at periodic ends to evaluate the progress in this regard. He said that Labour Department has been made the nodal agency, which would ensure the complete abolition of Child Labour from their respective districts and would take legal action within 24 hours, where found child labour in operation. He said that Punjab Government is firmed to eliminate Child Labour and rehabilitate the released children in the state. He said that the Labour Department has observed three 'Child Labour Elimination Weeks' after June 2010 to till date besides releasing 1443 Child Labourers and produced challans against the accused.

The SAD-BJP government has ensured brighter Diwali for students and teachers of education department as Punjab Education Minister  Sewa Singh Sekhwan today ordered the record overnight promotions of 251 school principals so that no Government Senior Secondary school in state would remain without Principal. 
It may be mentioned here that the Education Minister had promoted 17 senior college lecturers as principals to ensure principal each for all 52 Government colleges few days ago.
Disclosing this here today, Mr. Sekhwan pointed out that the State needs 1299 principal and with promotions of these 251 new school principals no senior secondary school would be san principal. He said that as Education Minister he felt that for development of any education institute it might have its regular official head and that the teaching fraternity could also be motivated through timely promotions.
He informed that the decks have also been cleared for promotions of 450 more headmasters and 3500 lecturers in coming days as dates have been finalized for the required meetings of departmental promotion committees. He said that the Education department had already promoted 842 headmasters last week.
The Minister further pointed out the SAD-BJP government has till date recruited more than 54000 teachers in a total transparent manner and not even a single litigation regarding this mammoth recruitment drive speaks itself about the commitment of our government for ensuring quality education and provision of world class education infrastructure. He said that the Punjab has now reached at third spot on National Education Index, whereas it was slipped on 14th position during previous regime.
Listing out the initiatives of SAD-BJP government on higher education front, Mr. Sekhwan revealed that in a single year, the State government has set up 17 degree colleges that too in educationally backward areas through tie up with different universities and their academic session had already begun. He said that with the promotions of 17 college Principals, each of Punjab‘s 52 government colleges has now its official head. He said that Rs. 50 crores have been provided for up gradation these government colleges.

Punjab hikes reimbursement to employees for replacement of knees and hip joint implant

The Punjab Government has enhanced the reimbursement charges to employees/pensioners and their dependent family members for replacement of  knees and hip joint implants.
    According to the notification issued now the employees would be eligible for reimbursement of Rs. 65000 per knee implant and Rs. 1,00,000 for revised knee implant.   He said that employees would be reimburse indoor charges ICU, Monitoring, Operation, charges of medicines, consumable and disposable surgical physiotherapy and laboratory test charges on the pattern of AIIMS New Delhi and PGI Chandigarh.
    The notification said that in the case of  Hip Joint Implant  the employees would be reimburse to Rs. 40,000+ Rs. 5000 for bone cement the normal Cement T.H.R .  The employees below 50 years would get Rs. 80,000 + other reimbursable charges for non-cement T.H.R  (Iso-Elastic) used for hip diseases.

Diwali bonanza for Punjab health & forest employees

Disclosing this here today an official spokesman of the Punjab Government said that Government has revised the pay scale of Junior Analytical Assistant w.e.f  October 1, 2011. The Junior Analytical Assistant who were earlier in the pay band of 5910-20200 with grade pay of 3000 and initial pay of 11470 w.e.f 1-1-2006 have been put in the pay band of 10300-34800+ GP 3200 with initial pay of 13500 w.e.f 1-10-2011.
Similarly, Senior Analytical Assistants who were in the pay band of 10300-34800 with grade pay of 3200 and initial pay of 13500 w.e.f. 1-1-2006 have been put in the pay scale of 10300-34800 with grade pay of 3600 with initial pay of 14430.
The scale of Analyst that was 10300-34800 with GP 3800 and initial pay of 14590 w.e.f 1-1-2006 has been revised to 10300-34800 + 4200 GP with initial pay of 16290 w.e.f. 1-10-2011. The pay scale of Deputy Public Analyst that was 10300-34800 + 4200 GP with initial pay of 16290 w.e.f. 1-1-2006 has been revised to 10300-34800 + 4600 GP with initial pay of 18030.

Similarly, Pharmacist who were in the pay band of 5900-20200 with grade pay of 3000 and initial pay of 11470 w.e.f. 1-1-2006 have been put in the pay scale of 10300-34800 with grade pay of 3200 with initial pay of 13500. The pay scale of Multipurpose Health Worker (male & female) that was 5900-20200 + 2000 GP with initial pay of 8240 w.e.f. 1-1-2006 has been revised to 5900-20200 + 2400 GP with initial pay of 9880.
The Punjab Government also enhanced the salaries of Punjab Forest Services (PFS) with effect from October 1, 2011
implementing the scale of 4-9-14 besides increasing the initial pay of Foresters.
According to an official spokesman, the notification of revised scales for the officials of Forest Department has been issued and now they would get the
increased salaries from October 1, 2011 as per the revised pay scales. He said that Forest Officials would get the initial scale of Rs 15600-39100, which was
earlier 10300-34800 with an increased grade pay of Rs 5400, which was Rs 5000 earlier.
The spokesman said that now the basic pay of officials would be Rs 21000. He said that the officials with a regular service of 4, 9 and 14 years in the
department would get grade pay of Rs 6600, 7600 and 8600 respectively. He said that Foresters in the department would also get the increased grade pay of Rs 3000
as they were getting Rs 2400 earlier. The initial pay of the foresters has also been revised and now they would get Rs 11470, which was Rs 9880 earlier.

Vehicle dealers in Punjab to issue RC

As  Punjab Deputy Chief Minister Sukhbir Singh Badal today handed over smart card registration certificate to Naib Singh who purchased Maruti Alto from vehicle dealer in Zirakpur, Punjab today scored the major initiative to become first state in the country authorizing vehicle dealers to issue permanent registration certificates at the time of purchase of new vehicle. 
Mr. Badal also inaugurated another important citizen friendly e governance initiative authorizing Principals of Government Colleges to issue learner’s driving license after conducting mandatory tests besides recommending permanent driving license to DTO.
            The Deputy Chief Minister also inaugurated the portal of Punjab  Transport Department enabling any vehicle owner to pay its taxes through online banking.
            Describing it a historic day for the common man of Punjab Mr. Badal said that this major initiative of transport department has been able to save them from the harassment of repeated visits to transport department, treasury and banks for simply getting registration certificate and driving license. He said that  this inititiative took three years as total old record of transport department had to be computerised besides amending rules and legislation to enable these citizen friendly reforms.
            Mr. Badal said that the conventional system for registration of vehicles was an ordeal for common man who had to go to bank/treasury for payment of taxes, then to DTO/ SDM offices multiple times for inspection of vehicles, allotment of permanent number and finally to collect RC. He said that the entire process was not only time consuming but painful as he had to wait in long queues and make several visits. 
The Deputy Chief Minister said that the new online registration of vehicles the interface with the government department including banks has been totally eliminated. He said that now citizen while purchasing new vehicle pays motor vehicle tax through online system at dealer vehicle point, gets permanent number wherein he can make choice out of 50 numbers displayed on real time basis. He said that after filling the form online while purchasing vehicle he can go home and would get smart card registration certificate at his residential address though courier within three to four days.
            Mr. Badal said that he was pained as college students had to make repeated visits to DTO office to get learner’s license. He said that most of the students to escape the ordeal used to drive vehicles without license, paying fines several times. He said that now transport department has authorised college Principals to issue learner’s driving license after conducting mandatory tests of traffic rules and regulations. He asked Transport Commissioner to distribute printed literature about traffic rules to every school and college to educate the students.
            Stressing upon the importance of traffic rule education Mr. Badal asked Chief Secretary Mr. SC Aggarwal to make traffic rule education a part of curriculum and schools and colleges. Mr. Badal said that even for permanent license a person after getting authority from the college Principal would have to go to DTO office to get his photograph clicked as his data would be transferred to DTO via internet.
            Mr. Badal also inaugurated the online payment of taxes under which owners of commercial vehical would be able to pay their taxes online without visiting government offices, banks and treasury. Every vehicle owner would get a user name and password for payment of online tax wherein permanent record of previously paid taxes of each vehicle would be maintained. If stopped by traffic constable or transport authority to check status of payment of tax of that particular vehicle, he would just send an SMS and would get reply SMS within 30 second showing the payment record of that vehicle. Similarly any vehicle owner can get print out of history of payment of taxes to be shown to authorities anywhere.

Industrial visits organized by Aryans College of Engineering

As a part of Industry – Institute interaction, Aryans College of Engineering, Chandigarh organized an industrial visit in “RMC Plant of ACC Limited”. The purpose of the visit was to make students aware of the various practical manufacturing aspects. This exposed the students to the production site of ready mix concrete and its quality control. Students visited various department of the company including Manufacturing, IT, Marketing, Human Resources, Research & Development and Finance. Around 100 students from Civil & Mechanical department participated in the industrial visit.

862427 tonnes of paddy procured in Punjab

Government agencies and private millers procured more than 862427 tonnes of paddy 401054 tonnes procurement of previous year.
Out of total procurement of 862427 tonnes of paddy in all the procurement centers of Punjab, Government agencies procured 771102 tonnes of paddy (89.4%) till date whereas private traders procured 91325 tonnes (10.6%) of paddy. Till October 7, PUNGRAIN had procured 240450
tonnes (31.2%) whereas MARKFED procured 153056 tonnes (19.8%).
PUNSUP procured 187195 tonnes (24.3%) , PSWC procured 91797 tonnes (11.9%) whereas PAIC was able to procure 93502 tonnes (12.1 %) of paddy.
The Central Government agency FCI had been able to procure 5102 (0.7%) tonnes.
The spokesman added that District Tarn Taran with 135383 tonnes of procurement was leading in procurement operations whereas Jalandhar with 103898 tonnes of procurement was at second slot and district Kaputhala with 101520 tonnes of procurement ranked at third position.
The State Government has set up 1745 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

Diwali bonanza for Punjab employees

The Punjab Government today announced bonanza for majority of employees, substantially enhancing their pay scales, allowing encashment of Earned Leave along with LTC, providing Mobile Allowance for every category of employees besides enhancing special allowance for certain categories of employees of Punjab Civil Secretariat.
According to an official spokesman the Punjab Government has revised the pay scales of Clerks, Jr. Assistants, Steno-Typists and Jr. Scale Stenographers w.e.f 1st October 2011. The Clerks who were earlier in the pay band of 5910-20200 with grade pay of 1900 and initial pay of 7810 w.e.f 1-1-2006 have been put in the pay band of 5910-20200 + GP 2400 with initial pay of 9880 w.e.f 1-10-2011.
Similarly, Jr. Assistants who were in the pay band of 5910-20200 with grade pay of 2800 and initial pay of 11170 w.e.f. 1-1-2006 have been put in the pay scale of 10300-34800 with grade pay of 3200 with initial pay of 13500. The spokesman clarified that the post of clerks in the cadre shall continue to be bifurcated into the posts of Clerks and Jr. Assistants in the ratio of 50:50 and the post of Jr. Assistant would continue to be filled up by placement to the extent of 100% out of clerks who have an experience of working for minimum 5 years in the cadre.
The scales of Steno-Typist that was 5910-20200 with GP 2000 and initial pay of 8240 w.e.f 1-1-2006 has been revised to 5910-20200 + 2400 GP with initial pay of 9880 w.e.f. 1-10-2011. The pay scale of Jr. Scale stenographers that was 5910-20200 + 2800 GP with initial pay of 11170 w.e.f. 1-1-2006 has been revised to 10300-34800 + 3200 GP with initial pay of 13500.  
Accepting the recommendations of 5th Punjab Pay Commission the Punjab Government has allowed Mobile Allowance to every category of employee. Group A employee would be allowed Rs. 500 , Group B Rs. 300 , Group C Rs. 150 and Group D Rs. 100 mobile allowance w.e.f 1-10-2011.
 The Spokesman said that accepting another recommendation of 5th Punjab Pay Commission, the State Government has allowed employees to encash 10 days' earned leave at the time of availing Leave Travel Concession after Block of 4 years. He said that the encashment of earned leave would be limited to the extent of 60 days during the entire service carrier and this encashed leave would not be deducted from maximum amount of earned leave encashable at the time of retirement. He said that encashment of earned leave would be admissible without any linkage to number and nature of leave availed for LTC. He said that where both Husband and wife were Government employees, encashment of leave would be admissible to both of them subject to maximum of 60 days for each spouse during entire service carrier. This was applicable for LTC availed after 1-10-2011.
Enhancing the special allowance of certain categories of employees of Punjab Civil Secretariat, the Superintendent would get now Rs. 1200 per mensem, Private Secretary Rs.1200, Personal Assistant Rs. 600, Sr.Assistant Rs. 480, Jr. Auditor / Auditor Rs. 480, Sr. Scale Stenographer Rs. 480, Jr. Assistant Rs. 300, Jr. Scale Stenographer Rs. 300, Steno Typist Rs. 240 and Clerk Rs. 240. This allowance would be enhanced w.e.f 1-06-2011.

Management Guru Prof S P Singh remembered

On the 2nd death anniversary of Management Guru, Prof S P Singh, the students, staff and management of Aryans Group of Colleges paid tribute to the departed soul in college campus. Prof. S. P. Singh was mentor of Aryans Group of Colleges. On this occasion, everybody present observed two minutes silence as a tribute and mark of respect towards Prof. S P Singh.
Born on 1st July 1942, Prof. Singh was associated with various educational institutes and he has also served as Chairman of UBS, Punjab University. He has been the member of Punjab Financial Commission’s Advisory Committee; Chandigarh Management Association (CMA/2000-2001); All India Management Association (AIMA/2001-2004) and North Regional Council. He died on 1st October, 2009.
On this occasion, Dr Anshu Kataria, Chairman, Aryans Group of Colleges said that Aryans Group laid down its foundation and started this educational institute under the able mentorship of Prof S P Singh. Even today the college is following the path he showed and is achieving great heights.
The contributions of Prof.Singh in management have been tremendous & widely acknowledged by academia & industry. He worked on various research projects at Lucknow University and IIM Ahmedabad. He did his Ph.D and taught at Colorado (USA).
