Punjab transfers 11 tehsildars and 50 naib tehsildars

          The Punjab Government today issued the transfers/posting orders of 11 Tehsildars and 50 Naib Tehsildars in the state with immediate.
          Disclosing this here today a spokesman of the Punjab Government said that Mr. Avtar Singh posted at Talwandi Sabo,  Mr. Arvind Kumar at Nangal, Mr. Joginder Singh at Khanna, Mr. Pardeep Singh Bains at Phillaur, Mr. Bhupinder Singh at Nakodar, Mr. Jaswant Rai Dania at Gurharsahai, Mr. Sukhjinder Singh Tiwana at Baba Bakala, Mr. Harphul Singh at Samana, Mr. Sukhraj Singh Dhillon at Dharkalan, Major G.S. Benipal at Vigilance Bureau Chandigarh and Kiranjit Singh Tiwana at Tapa.

Punjab's overdraft bare minimum and lowest among all state, claims Govt

The Punjab government today described as “ absurd, factually baseless  and grossly misleading Centre’s claim that the grid failure at the BBMB yesterday and today was because of overdrafts by the state.
   A spokesman of the Chief Minister, Punjab,  released figures of the overdrafts taken by  Punjab, Haryana and UP at the point of grid failure  and said that these clearly showed that Punjab’s usage on overdrafts had been by far the lowest among the these states. 
 He said, “These figures clearly established that Punjab has been the most “disciplined and frugal” of the Northern states.”
       According to the figures secured from the BBMB, at approximately 2.30 am on July 30, 2012 when the grid failure sent the entire north zone into darkness, Haryana was taking an overdraft of 25.5% on its allotted share of power.  At the same point of time, U.P.’s  overdraft of power  over and above its  sanctioned load  was 20.8%. In sharp contrast, overdraft by Punjab was many times less than either of these two states as it was a bare 5.5 %.
   The spokesman further said that similarly, at    approximately 1.10 PM today, when the grid failure occurred for  the second day running, Punjab’s  overdraft was a meagre 01.2% of its sanctioned load. In contrast,  Haryana’s overdraft at the same point of time was a
whopping  22.4% while overdraft by UP stood at  6.4%.
     Similarly, the average figures of overdraft  by the three states for the month of July also revealed  that Punjab was the most disciplined of all the user  states. During this month, Punjab’s average overdraft stood at bare 4%. Compared with this, the average overdraft by UP is a staggering 31%. Haryana’s overdraft stood at 17% while Rajasthan had an average overdraft of  18% for the same period.
    This it is absolutely incorrect and misleading to blame the failure on Punjab whose overdraft is many times lower than that of other states.

Election of NRI Sabha to be held in January: Majithia

Mr. Bikram Singh Majithia, NRI Affairs Minister Punjab said that the elections to the NRI Sabha would be held in January 2013. While the rest of the schedule to be announced later.
          Disclosing this here today in a meeting with the representatives of the NRI Sabha, Mr. Majithia said that the main objective of holding these elections in the month of January was mainly to ensure maximum participation of NRIs in  exercising their right to vote.  He, however, said that although the NRI Sabha has 20 thousand enrolled members but very few participate in the electoral process. In order to increase the vote percentage in the forthcoming elections, the elections were being held in the month of January presuming that most of the NRIs visit India during winters and besides that the Union government was also holding the Parwasi Bharti Sammellan at Kochi from January 7 to January 9, 2013. To redress the grievances of the NRIs, Punjab government was also in the process of launching its website where NRIs could file their complaints regarding revenue, police and any other cases for speedy disposal.
          He also said that with a view to deciding the nominee process to cast the votes in NRI Sabha elections, a general body meeting would be called to decide whether the nominees should be continued or abolished. He said that the verdict of the majority would be carried out in this regard. He asked the officers of the department to ensure that only the already registered members of NRI Sabha could cast their votes. The Minister also directed the officials to revise the photo electoral rolls and put it on the website for any claims/objections before the final publication of the electoral rolls.
          Mr. Majithia also said that it was decided for the first time that the person contesting election would have to prove his/her NRI status according to the constitution of the NRI Sabha. He also said that there should be a consensus in the NRI sabha Elections , if election  was required then a free and fair election would be ensured.

Addressing a massive gathering at a state level function held here to pay the glorious tributes to the great son of soil Shaheed Udham Singh on his 73rd martyrdom day, the Chief Minister said that congress had always ignored not only the patriotic aspects of Punjab that had contributed more than 80% share in freedom struggle but also the hardships of Punjabi farmers in resolving the country’s food dilemma, even at the cost of state’s natural resources such as soil and groundwater. It was a matter of great regret that the Congress had always ignored all the legitimate demands and interests of the State and its farmers, added Mr. Badal. Rather it would be more satisfactory if Centre had celebrated such martyrdom day in the memory of our National hero, added Mr. Badal.
He said that with a view to fulfill the aspirations and dreams of our martyrs to get justice and equality for every citizen besides insuring sustainable development in economic, agriculture, industrial sectors, people of Punjab must pave a way for the BJP led National Democratic Alliance to form next government in the Centre.
Mr. Badal said that it was our bounden duty to construct monuments in the memory of our martyrs who made supreme sacrifices to liberate our country from the British rule. These memorials would also inspired our future generations and inculcate the values of patriotism and nationalism in them, he added.  The Chief Minister further said that a world class Freedom Martyrs' Memorial (Jang-e-Azadi) at a cost of Rs. 100 crore would be established at Kartarpur, in commemoration of the remarkable contribution made by the freedom fighters of our country in general and Punjabis in particular during the National freedom struggle, for which the state government had already allotted 20 acres of land on Jalandhar-Amritsar national highway. He further said that government had also constituted a concept committee that included eminent scholars and historians for their valuable inputs and suggestions. Chief Minister had also planned to visit places like Cellor prison at Andaman and Nikobar, museums at Hedrabad and Delhi along with committee members in coming days. 
On agriculture front, Mr. Badal said that today agriculture was no longer be a profitable profession because of its low returns and became non-remunerative and stagnated business but over sitting these facts Centre had always adopted an anti-farmer approach while fixing minimum support price (MSP) for various crops. He said that states should not beg for remunerative MSP for their produce rather Centre should evolve a permanent solution either by linking MSP with the consumer price index or implementing the recommendations in the report of eminent farm economist Dr. MS Swaminathan that advocates, “MSP should be equal to the cost of production plus its 50%”.
Launching another frontal attack on the Congress he said that Centre had never been serious about the peasantry of Punjab and pushed it deep into the vicious circle of debt trap. Although, the SAD-BJP alliance government in the state was trying its best to over come the losses of the farmers by introducing diversification in the agricultural sector i.e. promoting Dairy farming, Fishery and Agro based units etc. and providing financial assistance too.
Regarding the Power crises in the state due to deficit monsoon, the Chief Minister said that he had already contacted the Union Power Minister Mr. Sushil Kumar Shinde and urged to immediately allocate 1000 MW additional power to Punjab from Central quota especially for enabling our farmers to cope with the drought like situation, whereas industrial and domestic sectors also need extra power. State had already changed the timings of the offices in the state and banned of use of Air Conditioners in the government offices as corrective measures to save power in this difficult hour of crisis, added Mr. Badal. He also asked the people of the state not to use electricity excessively and help the government in saving it. While Informing about the concerted efforts of the state government to make Punjab self reliant in power sector in near future, Mr. Badal said that their government had already taken historic steps to make Punjab self sufficient in Power Sector as work to generate 4620 MW additional power at Talwandi Sabo, Goindwal Sahib & Rajpura thermal plants was going on at war footing.
Admiring the role of Punjabis in the freedom struggle, Finance Minister Mr. Parminder Singh Dhindsa said it was the pious duty of everyone to nurture the feeling of nationalism amongst our youth through the commemoration of such occasions in a befitting manner by paying homage to the great warriors and patriots like Shaheed Bhagat Singh and Shaheed Udham Singh. The Minister said that state government had already made a budgetary provision of Rs. 5 crore to develop a world class Museum at a cost of Rs. 12 crore over a period of three years  at Sunam in the memory of Shaheed Udham Singh. He appealed to the younger generation to draw inspiration and the spirit of patriotism and nationalism from the supreme sacrifices made by our great martyrs during the freedom struggle of India.
Speaking on the occasion Chief Parliamentary Secretary Mr. Parkash Chand Garg said that Punjabis have not only played a vanguard role in the Indian Independence movement but also made outstanding contribution for maintaining this hard earned freedom and also contributed its best to bring sustainability in terms of food grains production even at the cost of its natural resources like ground water and soil, but in return Punjab had never been recognized by the Centre.  For making India self reliant in food grains production Punjabi farmers had ushered an era of Green revolution, added Mr. Garg.

Nomination of R S Sachdeva by PSERC

Industrial consumers told to clear outstanding water and sewerage bills

Industry and commerce Minister Punjab Mr. Anil Joshi today advised all industrial consumers to deposit outstanding water and sewerage bills with in a month and after that the government would be forced to levy surcharge & penalty on the bills.
          Disclosing this here today an official spokesman of Punjab Government said that Industry Minister earlier waived off surcharge and penalty imposed on outstanding bills till March 31, 2012 but many industrialist despite the gesture of waiver of surcharge failed to deposit the bill by due date. He said that now after holding meeting with the industrialists Minister has issued recent orders to deposit outstanding bills with in a month w.e.f. July 19, 2012. He said that Minister has waived off surcharge and penalty on all the outstanding bills to be deposited in one go but now erring industrial consumers would not be shown any leniency.

Punjab to launch NRI card for Punjabis

The Punjab Government today decided to launch a NRI Card for Punjabis living abroad to give a specific identity to every NRI besides offering them slew of facilities in Punjab.
The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal accompanied by NRI Affairs Minister Mr. Bikram Singh Majithia and former Union Minister Mr. Balwant Singh Ramoowalia asked NRI Affairs department to immediately work out the details of this proposal and implement it at the earliest. Mr. Badal said that Punjab has to involve NRIs in the process of development by assuring them total support of the state government and offering them legal support in their cases.
The Deputy Chief Minister gave in-principle approval for a unique NRI card to be offered to every NRI who would be able to apply for this card on the website of NRI department. The card besides giving identity to the NRIs for every official purpose, would assure quality medicare to them besides offering them attractive discounts on the shopping in Punjab. He asked PUDA to explore the possibilities of offering preference to NRIs in house allotment.
Mr. Majithia informed the Deputy Chief Minister that a comprehensive website and portal of NRI Affairs department has been finalized and would become operational next month. He said that this website would be multi dimensional website and NRIs would be able to register themselves on the website itself. He said that even NRI card would be issued on the website itself. He said that registration of every NRI made mandatory.
Appreciating the endeavour of website Mr. Badal said that a 24 hour NRI helpline should also be functional next month that would be able to register the complaints of NRIs 24 hours besides giving them time bound response on Action Taken Report. He said that these steps would inculcate confidence amongst NRIs who feel insecure sitting in foreign land.
Asking the tourism department to explore the possibility of student exchange programme brand named as ‘Know your motherland’ Mr. Badal said that under this programme NRI student should be offered one month guided tour of Punjab so that next generation NRIs who don’t have any idea of Punjab should be given a glimpse of rich cultural heritage and could educate themselves their roots. The Tourism department also informed about the farm tourism programme launched by the department for NRIs.
Expressing concern over forcible possession of properties of NRIs, Mr. Badal issued directions to initiate amendments in the law to ensure protection of properties of NRIs besides eviction of tenants, whenever NRI wants to return to his motherland. He also asked revenue department to explore the possibility of adopting the properties of NRIs, giving them protection of the state, if the NRI desired so.
Expressing concern over legal tangles being faced by NRIs, Mr. Badal asked the NRI Affairs department to work out a panel of legal luminaries who would provide legal support to NRIs in the case of distress.

Badal mourns tragic death of school children in school bus-train collision

            The Punjab Chief Minister, Mr. Parkash Singh Badal, today expressed profound grief and sorrow over the tragic School Bus-Train collision near Baba Bakala in district Amritsar, which claimed four lives of school girls this morning.
            Meanwhile, the Chief Minister asked the Civil and Police administration of Amritsar district to extent all possible help to the bereaved families of the deceased in this hour of crisis.  He also directed the Deputy Commissioner of Amritsar to ask the Civil Surgeon to provide the best medical treatment free of cost to the injured.  
Mr. Badal also announced an ex-gratia grant of Rs.1 lakh each to the family member of the deceased. It may be recalled that the four school girls students of Sant Majja Singh School, Baba Bakala died as the school bus carrying 23 students collided with the train near Kot Mehtab.
            The Chief Minister also expressed sympathies with the bereaved families and prayed to Almighty to grant eternal peace to the departed souls and strength to bear this irreparable loss.  He also wished speedy recovery for the injured.

Setting up two special courts for trials of vigilance cases

 The Punjab Government has taken a strong step to curb corruption in the state by deciding to set up two special courts at Ludhiana and Faridkot for speedy disposal of vigilance cases.
            Disclosing this Mr Suresh Arora, DGP-cum-Chief Director Vigilance Bureau Punjab said thatthe State Government has approved the establishment of Special Courts at Ludhiana and Faridkot instead of Jalandhar and Patiala for fast trial of corruption cases being investigated by the Vigilance Bureau Punjab. Adding further he said that the Punjab Government has sent this approval to the Registrar General, Punjab and Haryana High Court to appoint judicial officers in the courts.

Mr. Joshi said that he has already issued instructions to computerize the industry department and with the starting of web portal and implementation deemed sanction, most of problems being raised by the industrialists would be solved automatically.

India's largest industrial solar thermal plant becomes operational in Ludhiana

The country’s largest ever industrial solar plant that became operational in district Ludhiana today is set to perform twin functions of generating solar power besides offering permanent solution of disposing off large quantity of industrial effluent water by evaporating it.
Disclosing this here today, Mr. Bikram Singh Majithia, Non Conventional Energy Minister, Punjab said that Punjab today got proud distinction for permanent disposal of large quantity of effluent water by evaporating them without causing any damage to environment besides generating power from steam generated from solar panels.
He said that Punjab Government has installed India largest Solar Thermal System in Kangaroo Industries Limited at village Kanech, near Sahnewal in District Ludhiana having capacity of 1 lacs liters per day for evaporation and condensation of waste water of Industry. He said that the company is manufacturing staplers and staple pins than involves cleaning and galvanizing steals strips and wires. During the process, 12000 to 15000 LPD water was produced that was unfit for consumption that could cause air and soil pollution if discharged into ground. He said that as per pollution control norms the waste water of chemical process cannot be discharged into ground. As per pollution control norms the waste water of chemical process cannot be discharged in to the ground, hence zero discharge norms are in force in the state. To meet these norms the waste water of chemical process is cleaned through RO systems for reuse by Kangaroo Industries Ltd. He said that the left out waste water of RO system is evaporated and collected through condensation process for reuse leaving the solid waste behind.
Mr. Majithia said that to feed the waste water and to complete the evaporation and condensation process, the Kangaroo Industries Ltd. has installed a largest ever solar water heating system with 1000 flat plate collectors having 2000 s.q.m. collector area at their campus in village Kanech in district Ludhiana.
He said that in the field of Solar Thermal system, Punjab has taken the lead and during the current year 7 lakh liters capacity solar water heating system installed in Punjab by PEDA. Besides that 20 lakh litre capacity solar water heating system had already been installed in Punjab.
Mr. Majithia informed that besides this solar plant the PEDA has already installed nine solar plants at GNDU Amritsat, Army Institute of Law SAS Nagar, Indo Global College of Education Abhipur (Mohali), Nothe India Hotel and Industries Jalandhar, Hotel City Heart Ludhiana, DSM Anti-Infectives India Let. Toansa (Nawanshahar), Ranbaxi Industries Ltd Ropar, Punjab Bhawan New Delhi and  Dashmesh  Academ  Anandpur Sahib.
He said that the Punjab Government has set a target to generate 1000 MW electricity from non conventional energy. The Minister further said that to promote the use of Non conventional energy the Punjab Governments agency PEDA has providing 30 percent subsidy to the beneficiaries on installation of non conventional energy units in domestic, institutional and industrial sector. Besides that Punjab Government has also made the use of solar water heating system mandatory in all categories of buildings using hot water. 

Office timings in Punjab changed to 8 a.m to 2 p.m

    To cope up with the acute power shortage due to deficient rainfall during the monsoon in the state, the Punjab Government today decided to change the office timings from 8:00 am to 2:00 pm without lunch break in all the government offices, boards & corporations across the state till further orders with effect from August 1, 2012.
Disclosing this here today a spokesperson of the Chief Minister's Office said that in another significant decision, the state government had also banned the use of air conditioners in all the government offices, boards & corporations in the state with immediate effect till further orders.
The spokesman further said that the Punjab Chief Minister Mr. Parkash Singh Badal had asked the Chief Secretary to issue the detailed instructions to the district administration in this regard for ensuring necessary steps to curtail the power consumption in this hour of crisis as only 65% deficit over normal rain fall was reported till date.
            All the districts heads of the offices would be solely responsible for ensuring strict compliance of these instructions. These instructions would also be applicable to the camp offices of Divisional Commissioners, Deputy Commissioners and SSPs besides the Commissioners of the Municipal Corporations of the state.
            The spokesman further added that the supply of drinking water would be ensured at the door steps of the residents in the cities and the towns through water tankers so that safe potable water could be provided to the people especially in the wake of water borne diseases besides to prevent any possible out break of such disease. All the SDMs have been made responsible to ensure smooth supply of safe drinking water through tankers in the localities within their jurisdiction.

Badal seeks special economic package for agricultural states

            Punjab Chief Minister Parkash Singh Badal today urged the Union Government to give  a special economic package to all the agricultural states of the country in general and that of Punjab in particular for tackling the drought like situation, due to scanty rainfall.
            Talking to the media persons here on the sidelines of the second day of his Sangat Darshan program during thanks giving tour of the Dasuya assembly segment, the Chief Minister said that due to the deficit rainfall an emergency like situation has been created in the food producing states of the country as they were not able to cope up with the demand of power for supplying it to the farmers in the ongoing paddy season. He said Punjab was also facing a similar sort of crisis due to which he had already met the Union Power Minister Mr Sushil Kumar Shinde at his office in New Delhi, a few days back and had asked him to allocate 1000 MW of more power to the state from the central pool. Mr Badal further said that in this hour of crisis the Union Government must extend a helping hand to the food producing states so as to bail them out from the grave crisis, because the rainfall was not within the control of any state government.
            Concerned over the weakening federal structure of the country, the Chief Minister lamented that due to the Union Government’s policy of excessive centralization most of the states of the county were facing severe financial crisis. He said that it was a stark reality that the successive Congress-led governments at the Center had constantly usurped the powers of the state governments reducing them to beggars who were at the mercy of the Union government for seeking funds to ensure development in their respective states.
Reiterating his demand that the Union government must disburse the Central grants in proportion to the share of taxes collected from the states, Mr Badal said that it was unfortunate that the Centre had been constantly discriminating the states in devolution of Central funds. The Chief Minister said that it was a well known fact that 68% of taxes collected by the Centre from the states were retained by Union and 32% devolved upon the states. However he said that the need of the hour was that states should be given more share from these taxes because it would provide the required fillip for the development of the states. “By weakening the Federal structure of the country Government of India was not acting as a ‘National Government’ because due to its such policies the country was afflicted with plenty of social maladies”, added Mr Badal.
            Replying to a query regarding the recent hike of the power rates in the state, the Chief Minister reiterated that the prices have been hiked by the State Power Regulatory Authority and state government hardly had any role to play in it. However he said that the rates of power were far more less than many other states of the country.
            Holding the Union Government entirely responsible for the devastation of many areas of the state due the floods in Ghaggar river, the Chief Minister said that on its part the state government has already completed the work for construction of the dam on Ghaggar river but the Centre government was not granting the sanction to complete the work due to which it was lingering on, much to the dismay of people of the area. He reiterated that ever since independence the Union government had meted out step motherly treatment with Punjab by meddling in its social, political, economic and even the religious affairs. Mr Badal said that the depriving the state of Chandigarh and other Punjabi speaking areas, denial of its legitimate share in river waters and the shattering the industry and the agriculture of the state by the Union government were the glaring examples of the injustice with Punjab.
            When asked to comment on the differences amongst the SAD-BJP on the issue of imposing new taxes on people, the Chief Minister categorically said that no decision has been taken by the state government to levy any fresh tax on the people. However he said that the people should contribute in the overall development of the state by paying their due taxes.
            Addressing the gathering during the Sangat Darshan program the Chief Minister said that the state government would lay a major thrust on the up gradation of Health care facilities, providing technical and skilled education to the youngsters and supplying water to the people of the Kandi area. Expressing gratitude to the people for their massive verdict in the favour of SAD-BJP candidate Mrs Sukhjeet Kaur Sahi during the recently concluded by-poll of Dasuya assembly segment, the Chief Minister said that the state government would leave no stone unturned to fulfill the dreams of former Chief Parliamentary Secretary late Mr Amarjeet Singh Sahi.
            Earlier the Chief Minister also laid down the foundation stone of ultra modern Community Health Centre at village Beh Nangal which would be constructed at the cost of Rs 5 crore.
            During the Sangat Darshan the Chief Minister disbursed a grant of nearly Rs 3 crore to 56 villages for carrying out developmental works in them. Mr Badal also gave a grant of Rs 5 lakh to Guru Golaknath Self Help Group of village Beh Dulo for their exemplary works in handicrafts.

172 posts of teachers from Punjab's quota lying vacant in Punjab: Maluka

        Punjab Education Minister Sikandar Singh said that there were 172 posts of teachers of Punjab quota lying vacant to be posted deputation at Chandigarh (UT). Willing teachers could send their appointment to the District Education Officer concerned.
        Giving details, the Minister said that there were Principal-2, Head Mistress-1, lecturer -28, Master -32, JBT-106, Hindi -1, Punjabi -2 were to be filled. He directed the officers to ensure merit transparency in these selections.
