PLAN PERFORMANCE
SECTION B : MAJOR NEW SCHEMES
The overall 11th Plan
performance was 80%. The size of Annual Plan 2012-13 is Rs.
14000 crore, 22% increase over previous year.
1. Agriculture
50% increase in support to
PAU, now Rs. 189 crore for 2012-13 against Rs. 103
crore earlier.
Rs. 101 crore for
strengthening of GADVASU against Rs. 45 crore previous year.
New Kheti Bhawan is being
set up at a cost of Rs 15 crore at Ajitgarh.
Rs. 50 crore - for modernization
of Verka and other two milk plants.
Financial assistance of Rs.
2 lac to the dependents of farmers and farm labour
who had committed suicide on account of debt. An
outlay of Rs. 30 crore is being
provided in the budget 2012-13.
2. Rural Development
Increased outlay for water
supply and sanitation to ensure assured water supply
of 70 lpcd by the end of December, 2013 for all the
15170 rural habitations.
1 lac toilets to be
constructed at a cost of Rs. 150 crore in the current year.
3. Irrigation
Relining of Rajasthan
feeder & Sirhind feeder and the rehabilitation of 4 canals,
namely Bist doab canal, Bathinda, Sidhwan and
Abohar branch, fed from river
Satluj will be started during the current year.

4. Power
Timely completion of 3
on-going thermal power projects at Talwandi Saboo,
Goindwal Sahib and Rajpura. 1000 MW gas based power
plant to be set up at
Ropar in collaboration with Gas Authority of India.
Punjab to be self sufficient by
May, 2014.
Rs. 70 crore for providing
24 hour urban pattern supply to left out dhanis.
5. Industry
During 11th Plan, 91 Mega Projects involving investments of Rs.
51049 crore.
Development of Mohali and
Amritsar as knowledge hubs (Election Manifesto)
Development of IT City in
Mohali over 1600 acre land (Election Manifesto)
Land banks for Industries
at Ropar & Kapurthala.
Special purpose vehicle
comprising of representatives of industry and government
for maintenance of PSIEC focal points.
6. Tourism & Culture
Rs. 20 crore for 4 more
memorials i.e. Guru Ravi Dass Ji, Bhagwan Valmiki Ji,
Shaheed Udham Singh Ji at Sunam and Jang-e-Azadi at
Kartarpur. (Election

Rs. 25 crore for
upgradation of Gobindgarh Fort at Amritsar
7. Green Punjab
Outlay for Forests
department increased from Rs. 19 crore to Rs. 72 crore for
launching Mission for Green Punjab.
8. Education
Tablets to all 1.5 lac
students of class 12th at a cost of Rs. 110 crore. (Election
Manifesto)
Wi-fi in all government
senior secondary schools (Election Manifesto).

Rs. 115 crore for
upgradation of infrastructure and establishment of computer labs
in 48 government colleges.
4 degree colleges to be
completed at Mansa, Talwara, Jalalabad and Amargarh.
Rs. 100 crore Additional
Central Assistance for upgradation of ITIs and
polytechnics.
Establishment of an Indian
Institute of Information Technology (IIIT) at a cost of
Rs. 128 crore at Kapurthala.
Punjab Institute of Food
Technology and Research (PIFTR) at Barnala and
Punjab Institute of Textile Technology and Research
(PITTR) at Ludhiana to be
set up by PTU.
9. Employment
Employability allowance of
Rs. 1000/- per month to unemployed graduates
registered for 3 or more years with employment
exchange for pursuing higher
studies and vocational courses. (Election
Manifesto)
10. Sports
Rs. 40 crore for
establishment of Punjab Institute of Sports for training of
prospective players for international championship.
Scholarship to 100
sportspersons in 13 disciplines @ of Rs. 500/- (junior) and Rs.
1000/- (senior) (Election Manifesto).
Rs. 2.25 crore, Rs. 1.5
crore and Rs. 51 lakh to winners of gold, silver & bronze in
Olympics being held in London.
11. Health
Regular recruitment of
doctors and paramedics
Outlay for Mata Kaushalya
Scheme for cash incentive of Rs. 1000/- for deliveries
in government increased from Rs. 16 to Rs. 20
crore.
Gyane and children wards in
5 major hospital would be upgraded with Rs. 69
crore.
Sick Neo-natal Care Units
(SNCUs) will be set up in all district hospitals.
CHCs & PHCs to be
provided with New Born Stabilization Units (NBSUs) and
New Born Child Care Units (NBCCUs) as a part of
mother and child care.

Rs. 60 crore for free
generic essential drugs in all government hospitals benefiting
1.56 crore OPD patients every year.
Rs. 5 crore for setting up
new Department of Food & Drug administration.
Rs. 350 crore for health
infrastructure and upgradation work on 2 new district
hospitals, 7 new sub-divisional hospitals and 31
community health centres is
almost complete.
Rs. 60 crore for cancer
diagnosis and treatment centre at Bathinda.
Rs. 30 crore for Chief
Minister Cancer Relief Fund for treatment of cancer
patients.
12. Urban Development
Water Supply Sewerage &
STPs in 45 towns situated on the banks of Beas, Satluj
and Ghaggar started under river cleaning project
and utilization of treated water
for irrigation (Election Manifesto).
Rs. 198 crore for Public
Rapid Transport System of (POD cabs) on dedicated
elevated pathway in the city of Amritsar (Election
Manifesto).
13. Social Security
Pension of 20 lakh families
through Electronic Benefit Transfers scheme (EBT) at
the door step of pensioners.
Mai Bhago Vidya Scheme
providing free bicycles to girl students to be continued.
Bebe Nanaki Ladli Beti
Kalyan Scheme providing Rs. 20,000/- on the birth of girl
child (Election Manifesto)
Free Education to Girls to
be continued.
Subsidized wheat and atta
dal to 15.40 lakh families to be continued at the same
rates. Rs. 700 crore budgeted and Rs. 200 crore
already released.
Focus on distribution of
scholarships to students of SC/BC and minorities by
timely releases

Free coaching to SC/BC and

kendras at convenient locations across the state (Election

Integrated Workflow and
Document Management System (IWDMS), Rs. 120 crore
for computerization of treasuries and Secretariat
departments in Chandigarh

Rs. 1 crore for Press Clubs
at districts.
Rs. 8 lac for study of
members of press gallery committee Vidhan Sabha.
17. Additional Resource Mobilization
A sum of Rs. 2000 crore
required for fulfilling the promises made in the election
manifesto and successful implementation of the
Annual Plan 14000 crore.
Resources to be mobilized
through better tax administration and rationalizing
taxes and levies.
Austerity measures to yield Rs. 250 crore.
