The Punjab Health
and Family Welfare Minister Mr. Madan Mohan Mittal today said that a special
campaign has been launched to curb the menace of drugs containing Narcotics
drugs and Psychotropic Substances like Dextropropoxyphene, Diphenoxylate,
Codeine, Pentazocine, Buprenorphine and Nitrazepam, as it has been observed
that such drugs are widely misused for intoxication purpose by certain people.
The Drug Controller
of the department has directed the chemists to maintain daily stock register
for the sale and purchase of drugs formulation containing Dextropropoxyphene,
Diphenoxylate, Codeine, Pentazocine, Buprenorphine and Nitrazepam in their
formulation, who are to purchase, stock & sale these drugs for
medical use. He revealed that since January 2009, the department is issuing the
drugs sale licenses after debarring most of the firms to purchase, stock and
sale the drugs formulation containing Dextropropoxyphene, Diphenoxylate,
Codeine, Pentazocine, Buprenorphine and Nitrazepam in their formulation, which
are misused as intoxicant by the public. At present department is also
debarring the firms from purchase, stock and sale the above said drugs at the
time of renewals of existing drugs sale licences. These drugs are only allowed
to those chemists and stockiest where there is a genuine medical requirement.
The department has also requested the Government of India to ban the drug
preparation containing Diphenoxylate under Section 26-A of Drugs &
Cosmetics Act, 1940, which is under consideration of Government of India. There
is no scope of prescription of this drug formulation, but is widely misused for
the purpose of intoxication. Few of the products of Diphenoxylate available in
market are like Momolit, Lomotil, Microlit, Phenotil etc. which are misused as
intoxicants.
The Department is
taking stringent action against the chemists in respect of illegal sale &
purchase of drugs formulations containing Dextropropoxyphene, Diphenoxylate,
Codeine, Pentazocine, Buprenorphine and Nitrazepam in their formulation.
The chemists, are
being warned to purchase & sale these prescription drugs strictly as per
rules and not to deal such types of drugs for which there is no medical
prescription.
During the year
2012, 684 joint raids of firm were conducted by the Drugs Inspectors of the
department and drugs worth more than Rs. 2 crore were seized from 650 chemist
shops / un-licensed chemist shops. The drugs sale licenses of 22 chemists have
been cancelled due to contraventions related to sale and purchase of habit
forming drugs and drugs sale licenses of 442 chemists have been suspended for
the contraventions under the Drugs & Cosmetics Rules, 1945. Prosecution against
130 defaulters / firms were launched in the Court of law by the Drugs
Inspectors of the State and total about 550 cases under the Drugs &
Cosmetics Act 1940 are under trail in various District Courts. The convictions
were awarded to 13 defaulters by the different Courts.
The said campaign
shall be continued in this year to completely regulate the sale of these drugs
so that these drugs are not sold without prescription.
