CHANDIGARH, SEPT 2
The Punjab government has decided to fix speed governors in all medium/heavy goods or passengers motor vehicles so that they stick to the speed limit that has been specified to be legal by the Government from time to time. The idea behind fitting a speed governor is to limit the speed of the vehicles.
Disclosing this here today a spokesman of the State Transport Department said that according to a notification, orders to this effect have already been issued and all transport vehicle owners have been asked to install speed governors approved by authorized agency of Government of India. "The authority concerned for issuing permits in the state shall ensure that speed governor is fixed in all transport vehicles and the official seal of the permit granting authority concerned shall be put on speed governor in such a manner that the seal cannot be removed or tampered, without the seal being broken," said a spokesman. Defaulters would be punished, authorities informed. He also said that it has been noticed that some people were tampering with speed governors and they were even being removed after installation. It was also noticed that some dealers of speed governors were fixing one speed governor to many vehicles. He said that strict legal action would be taken against anyone found not following these directions in this regard.
In order to ensure supply of quality product, after sale service and the issues like tempering, non supply of suitable spare, not having warranty, improper or non maintenance and absence of MIS data/ reports the speed governor manufacturer shall submit the performance agreement along with bank guarantee worth Rs. One Crore in the name of Punjab State Transport Society, payable at Chandigarh. The department has directed the regional transport offices to ensure that governors of only valid manufacturers be fitted. RTOs have also been directed to send reports to the transport department regarding the implementation of the directives of the state government.
