DGP suspends IG SK Asthana

CHANDIGARH, OCT 19

The Punjab DGP Mr. Sumedh Singh today placed the services of IGP/Vigilance Mr. S.K.Asthana for having unauthorised manpower with him and for misusing the same.
 According an official spokesman, the DGP ordered suspension after receiving the preliminary enquiry report, that was conducted by Sh. Dinkar Gupta, IPS, ADGP/Security. The spokesman said that it was found in enquiry that despite strict instructions that had been issued that no officer would have manpower for security duties in excess of the security norms fixed, Mr. Asthana, in wilful disobedience of these orders took unauthorized police and Home Guards personnel without sanction of the competent authority.
The report also pointed out that the unauthorized manpower was misused for personal work and there were sufficient reasons to show that manpower was unauthorizedly given to private persons to perform duties as PSOs.
The spokesman added that Deputy Chirf Minister Mr. Sukhbir Singh Badal , holding Home Portfolio took this issue very seriously and on his orders Mr. S.K.Asthana has been placed under suspension with immediate effect. He said that disciplinary proceedings for a major penalty have been instituted against the officer.  The Enquiry Officer shall be a Senior IAS officer to be nominated on the recommendation of the Chief Secretary to Govt. of Punjab.The disciplinary proceedings shall be conducted on a day to day basis and completed at the earliest in a period not exceeding two months. Appropriate departmental action shall be taken against those units which provided the unauthorized manpower to Sh.S.K.Asthana.
