Punjab tightens noose against panchayats failig to submit utilisation certificates

The Punjab Government today reiterated its commitment for the overall development of rural belts in the state tightening the noose against those Panchayats, who failed to submit Utilization Certificates in time besides directing officials of Panchayats to review the status of grants issued to the Panchayats by holding weekly meetings.
          Disclosing this here today, Mr. Mandeep Singh Sandhu, Financial Commissioner Rural Development and Panchayats said that officers of the Panchayat Department would ensure the proper utilization of grants disbursed to the panchayats.
          Reviewing the status of Utilisation Certificates of Grants during a state level meeting of department participated by Division Deputy Directors, Deputy Directors and other officers of the department, Mr. Sandhu directed that the Panchayat Officers would verify the grant utilization certificates submitted by Panchayats to maintain the transparency. He said that it has come to the notice of department that the Panchayats were not submitting the grant utilization certificates in time with the department, which was the reason behind delay in issue of next installment of the grant.
          Addressing the meeting    Director Rural Development and Panchayats Department, Mr. Balwinder Singh directed the officers to bring back the grants lying pending unused with the Panchayats, Rural Clubs and Non Government Organisations with immediate effect. He also directed the officers to take strict measures for bringing back grants. He said that legal action may also be taken against any organization if dilly-dallying to return the grants.
          Special instructions have also been issued in the meeting to get Shamlats (common lands in villages) evacuated from the possession of illegal occupants. Mr. Sandhu asked the officers to strictly follow the directions issued in this regard as this issue would be included in the agenda of Chief Secretary’s meeting besides the meetings of Deputy Commissioners in the state.
